About The Position

This position serves as a customer service representative on behalf of this division when interacting with customers through all communication media, as well as when responding to Waste Operation tickets. The incumbent serves as the Division’s web administrator. The employee is expected to identify and meet the needs of customers in order to provide excellent customer service. Employee should be helpful, cooperative, polite, respectful, and concerned at all times in the interactions with customers when representing the Department or the state.

Requirements

  • In-depth knowledge of web technologies, protocols and tools.
  • Strong understanding of Internet programming languages, including HTML5, CSS3, JavaScript, jQuery, PHP, and TWIG.
  • Proven experience administering Content Management System (CMS)-based websites in platforms such as Drupal, Joomla, or WordPress.
  • Ability to analyze, design, develop, code, and implement web development solutions.
  • Knowledge of site analytics tools, cashing, and logging to optimize site performance and monitor traffic patterns.
  • Experience working the RESTful APIs, JSON, and web services for integrating third-party applications with Drupal.
  • Knowledge of principles and managing MySQL databases to support efficient content storage, retrieval, and performance tuning for Drupal sites.

  • At least four years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
  • Valid Driver’s License.

Responsibilities

  • Develop and maintain the Division’s web Content Management system environments using the Drupal platform. Development includes both front-end and back-end coding and troubleshooting.
  • Develop and communicate Web site usage and security policies and standards to all users.
  • Design, configure, and administer web architectures. Oversee and execute web development projects, including intranets and extranets.
  • Ensure proper change control and testing using development, multi-development, test/beta, and production environments. Diagnoses and troubleshoot problems with existing Web applications and sites. Ensure security of all Webs sites and related applications.
  • Develop, implement, and adhere to regular Web site maintenance policies and procedures. Provide recommendations and guidance related to compliance and accessibility according to Section 508 of the Rehabilitation Act of 1973 and Web Content Accessibility Guidelines (WCAG) 2.1.
  • Write code for customer templates, modules, web applications, and third-party integrations using PHP, TWIG, JavaScript, HTML5, CSS3, and other languages. Assist the Environmental Administrator with the development of Qlik reports and running ad hoc queries using SQL.
  • Review, edit and publish all web updates to Division’s webpage. Writes XHTML Coding for Web pages. Uses Adobe PhotoShop and Acrobat for graphical elements on the Web.
  • Maintain the Division’s security groups and network drives.
  • Is the Division Administrator for Division’s SharePoint site, shared mailboxes.
  • Use Alchemer/Gitzmo to create Survey’s, Quizzes, and Polls.
  • Responsible for training staff on 508 compliances; make sure published documents are 508 compliant.
  • Develops modifications to database forms, functions, reports and user guidelines.
  • Develops and coordinates reporting information made available to the public and to Division staff.
  • Performs other duties and tasks as required.
