About The Position

Under the limited supervision of the Assessment, Compliance, & Epidemiology Unit Manager within the Immunization Section, the Nurse, Perinatal Hepatitis B Prevention Program State Coordinator is responsible for coordinating the Perinatal Hepatitis B Prevention Program (PHBPP) in the State of Texas. This role serves as the team lead for the Central Office PHBPP team, assigning and reviewing work for two other staff members. The coordinator works with Public Health Region (PHR) perinatal hepatitis B prevention staff, local health departments (LHDs), and DSHS Immunization Section programs to develop processes, improve program performance, and evaluate results. Key duties include developing and providing trainings, overseeing report completion, analyzing information, and recommending changes. The position also involves participating in quality assurance evaluations, representing the program at stakeholder meetings, fostering relationships, and promoting service coordination. The coordinator conducts program reviews, identifies needs, supports contractual scope development, prepares federal reports, provides guidance on new methods, and prepares policies and procedures. Additionally, the role serves as a liaison to the CDC’s Perinatal Hepatitis B Prevention Program and may involve vaccinating DSHS laboratory and other DSHS program staff.

Requirements

  • Current license to practice as a Registered Nurse in Texas recognized under the Compact Licensure Agreement, with the license being current and in good standing.
  • Current and valid driver's license for the State of Texas.
  • Knowledge of the immunization program.
  • Knowledge of public health practice.
  • Knowledge of medical/legal issues involving immunizations.
  • Knowledge of pediatric and adult immunization practice standards.
  • Comprehensive knowledge of perinatal hepatitis B.
  • Knowledge of program administration techniques.

  • Knowledge of data management processes.
  • Skill in developing presentations using PowerPoint.
  • Skill in aggregating data, conducting data analysis using Excel and Access and presenting results both verbally and in writing.

Responsibilities

  • Coordinate the Perinatal Hepatitis B Prevention Program (PHBPP) in the State of Texas.
  • Serve as the team lead for the Central Office PHBPP team, assigning and reviewing staff work.
  • Develop processes to improve program performance and evaluate results with PHR/LHD staff and DSHS Immunization Section programs.
  • Develop trainings and provide guidance to PHR/LHD perinatal hepatitis B prevention staff.
  • Oversee completion of required reports from PHRs and LHDs, analyze information, and recommend appropriate changes.
  • Participate in quality assurance evaluation of all immunization contractors, including LHDs.
  • Represent the program at stakeholder meetings and foster relationships to enhance program effectiveness.
  • Promote coordination of services between PHR and LHD perinatal hepatitis B prevention staff.
  • Conduct program reviews of PHR and contracted LHDs, including follow-up reviews and site visits.
  • Identify program needs and determine appropriate mechanisms to address them.
  • Support the Unit Manager in developing contractual scopes of work.
  • Prepare federal reports and submit for Unit and Section review.
  • Provide guidance to staff, PHRs, and LHDs in the development and integration of new methods and procedures.
  • Prepare policies and procedures in line with program and DSHS vision/mission.
  • Serve as the liaison to the CDC’s Perinatal Hepatitis B Prevention Program.
  • Vaccinate DSHS laboratory staff and possibly staff from other DSHS programs.
  • Attend work regularly in accordance with agency leave policy.
  • Update the perinatal hepatitis B prevention manual in line with DSHS guidelines.
  • Adhere to reporting timelines.
  • Schedule monthly PHR and quarterly LHD conference calls.
  • Review surveillance and case management data.
  • Prepare monthly performance reports.
  • Develop and update standard operating program procedures.
  • Oversee development of the perinatal hepatitis B database.
  • Provide technical support to PHRs and LHDs.
  • Act as subject matter expert on perinatal hepatitis B for the Immunization Section.
  • Develop program review tools to assess PHR and LHDs' performance.
  • Run data reports to determine program performance in case management activities.
  • Maintain standardized monthly and quarterly reports to assess PHR and LHDs' performance.
  • Analyze database to identify performance trends and make appropriate recommendations.
  • Develop tools to conduct chart audits.
  • Develop surveillance strategies to improve reporting among hospitals, birthing centers, and physicians.
  • Evaluate processes to improve surveillance strategies.
  • Update standardized trainings for health professionals on hepatitis B transmission, reporting laws, vaccination schedule, case management, surveillance methods, and contact investigations.
  • Develop and revise policies and procedures to guide training sessions.
  • Provide framework to develop in-services for PHR and LHD perinatal hepatitis B prevention programs.
  • Evaluate training sessions and make appropriate changes.
  • Develop and host bi-annual perinatal hepatitis B prevention conferences.
  • Develop and revise orientation training format for newly hired perinatal hepatitis B prevention staff.
  • Act as a resource for education materials to PHRs and LHDs.
  • Work with PHR/LHD perinatal hepatitis B prevention programs to foster coordination of services.
  • Coordinate with Immunization and other DSHS programs to provide resources that enhance service delivery.
  • Work with stakeholders (Medicaid, CHIP, TISWG, CDC) to increase perinatal hepatitis B awareness and reduce transmission.
  • Review medical records, laboratory results, and patient assessments for accuracy and completeness.
  • Provide consultation and and interpretation of medical information.
  • Review the DSHS immunization policy to ensure alignment with medical recommendations.
  • Coordinate or assist with the annual employee immunization clinic.
  • Serve as the HIPAA liaison for the Immunization Unit (may be assigned).
  • Actively participate and/or serve in a supporting role to meet agency obligations for disaster response and/or recovery or Continuity of Operations Plan (COOP) activation.
