About The Position

Sierra Management and Technologies is recruiting for an NTSP Author to provide support for the NAWCAD Readiness & Fleet Analytics (R&FA) Division’s Manpower & Personnel / Navy Training Systems Plan (M&PA/NTSP) Branch at Patuxent River Naval Air Station in Lexington Park, MD. This NTSP Author will support the development, management, and sustainment of Navy Training System Plans (NTSPs) across a range of acquisition programs. In this role, you will serve as a Subject Matter Expert (SME) at the intersection of training requirements analysis, Integrated Logistics Support, and Navy acquisition processes, translating complex technical and operational data into clear, auditable documentation that drives fleet readiness. You will engage directly with program offices, logistics teams, engineers, and operational stakeholders to identify training gaps, evaluate supportability, and recommend solutions that align with DoD and Navy directives throughout the system lifecycle. Success in this position demands not only deep familiarity with NTSP structure and process, but the technical writing rigor and analytical discipline to produce defensible, decision-quality deliverables for diverse audiences ranging from working-level teams to senior leadership.

Requirements

  • Technical BS or BA degree in Acquisition, Logistics Management, Business, Engineering, or Management. 6 years’ additional work experience may be substituted for a Bachelor’s Degree. Associate’s Degree plus 4 years’ additional work experience may be substituted for a Bachelor’s Degree
  • 2+ Years Experience in Navy Training System Plans (NTSP) Development
  • Demonstrated hands-on experience authoring, updating, or managing NTSPs for Navy acquisition programs.
  • Deep Understanding of Navy Training System Plans (NTSP) Process
  • Knowledge of NTSP structure, requirements, and lifecycle, including how NTSPs support acquisition and fleet integration.
  • Mastery of Integrated Logistics Support (ILS) and Maintenance Planning
  • Ability to analyze and document supportability analyses (e.g., Maintenance Task Analysis, Level of Repair Analysis, Reliability Centered Maintenance) and integrate findings into NTSPs.
  • Strong Technical Writing and Communication Skills
  • Proven ability to author clear, concise, and auditable technical documents, reports, and presentations for diverse audiences.
  • Experience with Training Requirements Analysis
  • Ability to analyze, and recommend training requirements and alternatives for aviation platforms and systems.
  • Familiarity with Navy Acquisition and Life Cycle Management
  • Understanding of DoD acquisition processes, program documentation, and how training fits into system development and sustainment.
  • Ability to Interpret and Apply Guidelines
  • Skill in interpreting federal, DoD, and Navy directives, instructions, and standards, and applying them to NTSP development.
  • Effective Collaboration and Stakeholder Engagement
  • Experience working with program offices, logistics, engineering, and operational personnel to gather input and resolve conflicting requirements.
  • Active Secret security clearance is required for this position. Candidates must possess and be able to maintain a U.S. DoD Secret security clearance
  • Applicants must be authorized to work in the U.S. without sponsorship and be able to obtain a security clearance.

Nice To Haves

  • Bachelor’s Degree or Higher in Relevant Field (Preferred in logistics, engineering, education, or related discipline)
  • Experience with NTSP databases and Logistics Data Systems
  • Familiarity with systems such as TFMMS, TFSMS, CeTARS, CANTRAC, OBIEE, eTEM, FLTMPS, AVTECHTRA and others used in training and logistics analysis.
  • Experience in Integrated Product Teams (IPTs)
  • Participation in IPTs for system acquisition, training development, or logistics planning.
  • Advanced Understanding of AI Applications in Training and Logistics
  • Knowledge of current trends and best practices in leveraging AI for curriculum development, training gap analysis, or predictive modeling in military training environments.
  • Demonstrated skill in facilitating discussions, resolving conflicts, and obtaining buy-in for new training concepts or approaches.
  • Strong written and verbal communication skills for collaboration with technical and non-technical stakeholders

Responsibilities

  • Produce clear, concise, and auditable technical documents, reports, and presentations tailored to diverse audiences
  • Support participation in Integrated Product Teams (IPTs) for system acquisition, training development, or logistics planning
  • Leverage logistics data systems and NTSP databases to support training and logistics analysis
