About The Position

The NSPIRE Inspector schedules and performs inspections on rental units to ensure safe, affordable, and qualified rental housing for Housing Choice Voucher Program participants. This position will follow a standard inspection checklist to ensure exteriors and interiors of rental units meet all the requirements of program participation.

Requirements

  • High school diploma or equivalent required.
  • NSPIRE Inspector Certification required within one year of employment (organization supported).
  • Minimum 3 years of experience with specific training in housing management, construction, insurance inspections, real estate inspections, or code enforcement.
  • Working knowledge of computers including Outlook, basic Excel, and Word required.
  • Position requires automobile, driver’s license and insurance.

Nice To Haves

  • Associates degree or higher preferred.
  • Experience with basic plumbing, basic electrical, basic HVAC experience preferred.
  • Bilingual ability strongly desired.
  • Problem-solving skills to find effective solutions for a variety of issues.
  • Excellent customer service and interpersonal skills to interact with stakeholders.
  • Strong written and verbal communication skills which demonstrate the ability to interpret, clarify, and advise on program regulations and participant obligations.

  • Ability to follow prescribed steps/methods/procedures, understanding the need to make alterations based on the situation.
  • Must demonstrate ability to review and process information to determine what it means, how it fits together and how to respond to it.
  • General knowledge of HVAC, plumbing, electrical, appliances, and building exteriors.

Responsibilities

  • Assist qualified low-income individuals, families, elderly, the disabled, handicapped, and homeless to secure affordable housing and improved living conditions with the goal of an improved quality of life and self-sufficiency.
  • Perform inspections on rental units using the Housing and Urban Development (HUD) inspection checklist.
  • Enter into homes and apartments of assigned areas to perform inspections of building exteriors and unit interiors.
  • Inspect rental units to ensure properties are compliant with HUD guidelines including: testing outlets, opening windows, checking heating and air systems, checking functionality of appliances, and checking for leads and mold.
  • Perform inspections on units before expected deadlines.
  • Accurately process Rent Reasonableness monthly within the required timeline.
  • Negotiate contract rents with landlords.
  • Determine unit eligibility within HUD guidelines.
  • Communicate with landlords and participants on complaints and decide steps for program inspection compliance.
  • Notify landlords and tenants in writing of any needed repairs and make recommendations for termination of rental assistance checks to landlords.
  • Perform pre-construction and interim inspections for units that are undergoing reconstruction or remodels.
  • Perform 100-200 inspections monthly (annuals, Initials, moves, re-inspections, and specials).
  • Negotiate, within program guidelines, with landlords to house eligible families.
  • Correspond with families, landlords, code enforcers and agency affiliates to ensure compliance at all levels.
  • Accurately process computer data entry according to program specifics.
  • Maintain required records and prepare required reports monthly.
  • Demonstrate knowledge of HUD rules and regulations, program procedures, and forms.
  • Escalate landlord and participant issues to supervisor as necessary.
  • Exercise appropriate confidentiality in all aspects of work.
  • Represent PathStone at meetings, conferences and other relevant forums concerned with issues affecting the operation of housing services programs.
  • Complete daily/weekly/monthly reporting as required.
  • Educate participants about their program rights and housing information.
  • Other duties as assigned.
