About The Position

The United Nations Development Programme (UNDP) is seeking a Notifier/Outreach Worker/Enumerator for a project focused on land cadastre and titling in the Indio River basin in Panama. This role is crucial for the successful execution of the project, which aims to provide legal security over land, empower communities, and promote sustainable development. The project is part of a larger effort to integrate territorial management, similar to previous successful initiatives. The selected candidate will be hired under a National Personnel Service Agreement (NPSA) at the NPSA 3 level, with a contract duration of one year, potentially extendable based on performance and project duration. The work location will be the Technical Operational Office of the Indio River Basin in Capira, Panamá Oeste Province, with fieldwork covering the Indio River Basin and other sub-basins within the Panama Canal Hydrographic Basin.

Requirements

  • Completed secondary education.
  • Minimum of three (3) years of experience in community outreach, survey application, or coordination activities, preferably in rural areas.
  • Experience in public service and collecting information for document completion.
  • Experience in census tasks, applying social, economic, and environmental surveys, and participation in citizen consultation and participation processes.
  • Experience in organizing community activities, including distribution of flyers, workshops, and participatory meetings.
  • Experience in interpreting plans or images and handling geospatial technologies.
  • Proficiency in computer applications, especially Microsoft 365 (Word, Excel, PowerPoint, Teams, OneDrive, SharePoint), and video conferencing platforms like Zoom.
  • Availability for work in difficult-to-access areas.
  • Availability for field trips and overnight stays.
  • Availability to work on Saturdays, Sundays, and holidays, as well as extended workdays of more than eight (8) hours.
  • Availability to work in basins adjacent to the Indio River Basin.
  • Possession of a valid driver's license.
  • Ability to drive 4x4 vehicles in difficult-to-access areas.
  • Fluency in Spanish.

Nice To Haves

  • University education (Technician or Bachelor's degree) in Sociology, Community Development, Social Work, Social Communication, Environment, Agronomy, Forestry, Geography, or related fields will be given due consideration but is not a requirement.

  • Experience in planning and organizing activities with groups of people.
  • Basic experience in reading and interpreting cadastral plans, resolutions, deeds, and other documents related to land cadastre and titling processes.

Responsibilities

  • Disseminate information about the Cadastre and Titling Project to beneficiary communities, explaining the stages and benefits of mass titling.
  • Identify and contact occupants of land to be registered and manage their notification for surveying work.
  • Conduct census of beneficiaries and fill out cadastral forms and corresponding questionnaires.
  • Collect documents to form the expediente within the surveying processes.
  • Plan and prepare activities with the field crew, including verifying work areas, coordinating access routes and logistics, and organizing the schedule for surveys and inspections with the assigned cadastral technician.
  • Organize and print necessary documentation and supplies for field activities.
  • Support public exhibition activities and title delivery events.
  • Conduct timely notification to beneficiaries regarding requirements for clearing paths, necessary documentation, and the importance of neighbor participation in defining boundaries.
  • Obtain copies of beneficiary IDs and other required documents.
  • Conduct necessary investigations on updated legal information of the properties in the work area.
  • Provide friendly and detailed attention to program beneficiaries.
  • Assist in the dissemination and call for participation in various mass cadastre and titling activities.
  • Confirm land occupation and that of neighbors, investigating their names, locations, and contact methods.
  • Collect signatures from neighbors and verify their correctness against ID records.
  • Support the correct completion of cadastral forms and questionnaires, ensuring legibility.
  • Organize all documentation and prepare reports before, during, and after each trip, maintaining a history of activities, visited locations, and situations encountered.
  • Provide direct assistance to beneficiaries, acting as a facilitator for orientation and management of special situations related to the cadastral process.
  • Guide individuals through technical and administrative procedures, ensuring they understand each stage.
  • Facilitate conflict resolution among beneficiaries, promoting amicable agreements or guiding them on how to formalize disagreements.
  • Work with the assigned Cadastral Technician in the preliminary review of files, completing signatures and required documentation during field days.
  • Support the completion of the secretarial report for sworn statements of visits to properties of unlocated beneficiary holders.
  • Assist in obtaining signatures from the ANATI Sustaining Official for public notices regarding survey inspection results in the absence of the holder and/or neighbor, and ensure their publication.
  • Deliver files to the Cadastre Programming and Control Technician for review and signature.
  • Collaborate with the Cadastral Technician in the monthly submission of a detailed report of surveyed properties.
  • Sign cadastral forms and reports generated during field work.
  • Safeguard all vehicles and equipment assigned for cadastral work.
  • Participate in meetings with community residents for program dissemination, promoting community participation in cadastre activities and accountability.
  • Perform other functions within their functional profile as deemed necessary for the efficient operation of the Office and the Organization.
