About The Position

The Non-Public Instructional Specialist serves as the liaison between Charles County Public Schools (CCPS) and approved non-public educational programs serving students with disabilities. The position coordinates non-public referrals and placements, facilitates Individualized Education Program (IEP) processes, monitors program implementation and compliance, supports families and school-based teams, and ensures the delivery of special education services in accordance with federal, state, and local requirements.

Requirements

  • Master’s degree required.
  • Minimum of five (5) years of successful teaching experience required.
  • Minimum of three (3) years of successful experience in special education required.
  • Demonstrated expertise in special education programming and service delivery.
  • Knowledge of educational assessment administration and interpretation.
  • Knowledge of instructional best practices and evidence-based instructional methodologies.
  • Knowledge of IEP development, implementation, and monitoring.
  • Knowledge of federal, state, and local special education regulations, including IDEA and COMAR.
  • Experience utilizing the Maryland Online IEP (MOIEP) system.
  • Demonstrated leadership, organizational, planning, interpersonal, and communication skills.
  • Ability to collaborate effectively with staff, families, agencies, and community partners.

  • Experience working in a non-public school setting preferred.
  • Administrator I certification preferred.

Responsibilities

  • Serves as the primary liaison between CCPS and approved non-public schools serving students with disabilities.
  • Coordinates referrals, placements, and ongoing program oversight for students attending non-public schools and residential treatment centers.
  • Serves as the Local School System representative in matters involving student placement, program implementation, transportation, disciplinary actions, parent concerns, and related services.
  • Facilitates and chairs the IEP meetings for students referred to or placed in non-public programs and supports school-based teams throughout the IEP process.
  • Serves as case manager for students placed in non-public schools, residential treatment centers, and students residing in Charles County whose placements are funded by other jurisdictions.
  • Ensures implementation of special education and related services in accordance with student IEPs and applicable legal requirements.
  • Monitors compliance with IDEA, COMAR, MSDE regulations, and local procedures related to non-public placements and services.
  • Maintains oversight of student records and ensures appropriate access to educational information through the Maryland Online IEP system.
  • Conducts student observations, educational assessments, and program reviews to evaluate student progress and placement effectiveness.
  • Coordinates annual reviews, reevaluations, transition planning, and other required meetings with families, school personnel, non-public providers, and community agencies.
  • Collaborates with Student Services, Transportation, Procurement, Finance, and other departments to support student services and program operations.
  • Monitors student attendance, academic progress, graduation requirements, and transcript verification.
  • Provides technical assistance and professional development related to special education compliance, IEP development, assessment practices, instructional strategies, and behavioral supports.
  • Investigates and resolves concerns involving students, families, and non-public providers and provides follow-up to appropriate stakeholders.
  • Participates in MSDE monitoring activities, technical assistance workgroups, accreditation reviews, and other state-level initiatives.
  • Assists with development and monitoring of contracts, expenditures, financial reports, and budget activities associated with non-public placements.
  • Maintains accurate records, prepares required reports, and utilizes technology to support in-person, virtual, and hybrid meetings.
  • Performs other duties as assigned by the Director of Special Education and Director of Compliance.
