About The Position
The Senior Community Service Employment Program (SCSEP) is a U.S. Department of Labor–funded workforce initiative that helps adults aged 55 and older gain meaningful job training and work experience. Through community-based placements at nonprofit and government organizations, participants strengthen their job skills, increase their confidence, and build pathways to employment—while providing valuable community service. NAPCA is seeking an experienced and compassionate Bilingual Case Manager (Chinese: Mandarin/Cantonese) to join our Los Angeles team. The Case Manager plays a key role in guiding older adults through employment training and placement opportunities under SCSEP. This position combines case management, community outreach, and program administration to empower participants to achieve their employment and independence goals.
Requirements
- English proficiency required with bilingual skills in an Asian American or Pacific Islander language strongly preferred.
- Knowledge of AANHPI senior communities and cultural competency working with various cultural and linguistic backgrounds highly desirable.
- Strong communication, organizational, and interpersonal skills.
- Proficiency in Microsoft Office Suite, Teams, and SharePoint.
- Attention to detail, with strong compliance, writing, reporting, and documentation skills.
- Ability to work independently and collaboratively in a team-oriented environment.
- Commitment to diversity and sensitive to needs of older populations and people of color.

- Bachelor’s degree preferred in Social Sciences, Human Services, or Healthcare-related fields (e.g., Social Work, Sociology, Psychology, Public Health, or Gerontology).
- Nonprofit experience highly desirable.
Responsibilities
- Administer the SCSEP Seattle project under the supervision of the SCSEP Project Director.
- Ensure program goals and performance benchmarks are met on a monthly, quarterly, and annual basis.
- Maintain compliance with all U.S. Department of Labor, NAPCA, and fiscal reporting requirements.
- Review and reconcile payroll submissions, training records, and administrative documentation in a timely manner.
- Maintain accurate participant and host agency data within the Department of Labor program database.
- Prepare programmatic, budgetary, and statistical reports, as requested.
- Conduct outreach, interviews, and eligibility assessments to enroll participants in accordance with federal and NAPCA guidelines.
- Develop individualized employment plans and conduct regular progress check-ins.
- Provide counseling, referral, and supportive services to address participant barriers.
- Facilitate orientations, job-readiness workshops, and skill development sessions for participants.
- Maintain communication with program participants regarding program policies, procedures, and scheduling of appointments.
- Empower participants to build job skills, confidence, and readiness for unsubsidized employment.
- Conduct outreach and recruitment within AANHPI and other multicultural and underserved aging communities.
- Build relationships with community partners and host agencies to support participant placements and identify new training opportunities.
- Conduct on-site visits and monitor host agencies to ensure quality training experiences.
- Assist in developing outreach materials and resources, including translations into multiple languages.
