Requirements

  • 10 or more years Deep knowledge of the full procurement lifecycle and all contract types, with the ability to apply sound judgment to complex acquisition scenarios independently.
  • 7 or more years Experience with FAR clauses, solicitation, evaluation, cost/price analysis, negotiation, source selection and award of Services and Capital projects.
  • Bachelor's Degree
  • Significant skill in managing and administrating multiple major procurements and contracts concurrently.
  • Expert knowledge of the FAR contract clauses as they apply to complex procurement scenarios and cost effective acquisition of goods and services without explicit guidance.
  • Knowledge of professional procurement with particular emphasis on systems contracting, service-type contracts, and construction contracting.
  • Knowledge of vendor practices regarding pricing, material management, shipping, warranties, and invoicing.
  • Knowledge of elements of cost accounting principles and practices; cost and price analysis principles and techniques; contract negotiation methods and techniques.
  • Able to create and maintain good working relationship through excellent communication and team building skills; including the ability to engage successfully with bother internal and external contacts and the public.
  • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply local, State, and Federal rules and regulations accurately and effectively.
  • Excellent communication skills, both verbal and written, including the ability to prepare and deliver clear, concise and grammatically correct documents and reports.

Nice To Haves

  • 3 or more years Procurement Team Leader/Supervisor or other relevant role within a Department of Energy (DOE) national laboratory environment or with a prime contractor to the government.
  • 2 or more years Experience with formal solicitation, proposal evaluation, cost/price analysis, negotiation, source selection and contract award for Construction and A&E projects.
  • Master's Degree

Responsibilities

  • Responsible for supervising and directing the procurement team in sourcing, negotiating, and purchasing goods, services, and complex construction and infrastructure contracts across Department of Energy (DOE) and SuraTech environments, ensuring cost, quality, delivery, and full compliance with company and government policies and procedures.
  • Ensure compliance, efficient lead times, and strong support for major capital projects, facility upgrades, and specialized A&E and construction services.
  • Deliver critical insights on performance metrics and oversee procurement activities that enable engineering, construction, and facilities teams to execute projects safely, on schedule, and within budget.
  • Lead, mentor, and support procurement and technical teams responsible for major capital projects, infrastructure initiatives, architectural and engineering (A&E) services, and construction, maintenance, and repair contracts.
  • Review and monitor team contracts and contract progress to ensure compliance with procurement requirements, policies and procedures.
  • Supervise and direct the activities of team. Act as an advisor to internal customers, provide market knowledge, supply chain solutions, and proactive support to various directorates.
  • Champion continuous improvement efforts within the team.
  • Oversee the review of bids, proposals, change orders, vendor quotations, and related documentation; conduct cost/price analysis; lead contract negotiations; and determine award recommendations that optimize cost, compliance, schedule.
  • Advise user departments and staff on various procurement methods and alternate products, recommends substitute as appropriate.
  • Prepare memoranda and reports related to contract processing; respond to contract related inquiries from vendors.
  • Conduct research, evaluate findings and collaborates or make independent decisions on procurement matters, as needed.
  • Resolve invoice discrepancies, delivery or shipment issues, and potential conflicts of interest to maintain accurate and compliant contract administration.
  • Direct and lead team in all phases of procurement planning, solicitation and lead Source Selection Committees.
  • Perform file documentation reviews for completeness and quality as notated in Acquisition and Procurement Operations Manual.
  • Lead contract negotiations and team members to achieve outcomes that best support schedule and cost savings.
  • Responsible for supervision, assessment and training of staff.
  • Ensure compliance with Acquisition Policy Manual and Procurement Operations Manual.
  • Provide mentorship and ensure team members has necessary training and skills to perform responsibilities.
