About The Position

This role is for a Technical Lead/NIEM Subject Matter Expert for a 4-month project. The position is mostly remote within the USA, with a location in Topeka, KS. The primary focus will be on NIEM specifications, IEPD development, and national data standards, with specific attention to MMUCC data elements and transportation/public safety data exchange requirements. The expert will be responsible for developing NIEM-conformant IEPDs, updating them for NHTSA alignment, and providing comprehensive documentation and training.

Requirements

• A minimum of five (5) years of experience with NIEM specifications, IEPD development, or equivalent national data standards.
• Demonstrated experience developing at least two (2) NIEM-conformant IEPDs or equivalent data exchange implementations.
• Strong knowledge of MMUCC data elements and transportation/public safety data exchange requirements.

Nice To Haves

• Working knowledge of crash data systems, Records Management Systems (RMS), or public safety data exchange.

Responsibilities

• Attend project kick-off meeting.
• Provide input to project schedule and Project Management Plan.
• Provide input to risk register/issue log.
• Complete NIEM IEPD package.
• Generate validation report.
• Create implementation guidance.
• Conduct impact assessment for NHTSA alignment.
• Update IEPD based on NHTSA alignment assessment.
• Update validation report and documentation.
• Provide change summary.
• Develop Data Dictionary and Mapping Guide.
• Conduct knowledge transfer session(s).
• Maintain issue log.
• Document issue resolution.
• Finalize issue log.
