About The Position

The New Construction Field Supervisor(NCS) is responsible for supervising field personnel, scheduling and assigning workflow associated with all new construction, responsible for overseeing all Water Service Information Requests (WSIRS) to ensure we are meeting the regulatory timelines for the installation of those facilities and works closely with the Distribution Superintendent to ensure all work is aligned with the assigned expectations assigned to this position. The NCS is under the direction and general supervision of the Distribution Superintendent and will work closely with the Distribution Supervisor. This is an (exempt) management level position.

Requirements

  • Must be familiar with various construction methods and with the company's Standard Specifications.
  • Must be able to inspect construction projects to ensure compliance with company Standard Specifications and Arizona Department of Environmental Quality Engineering Bulletin No. 10.
  • Have personal computer skills and familiar with Excel, Word ArcGIS, DocLink and ReQlogic software.
  • General knowledge or understanding of our Customer Information System (CIS), specifically (UMAX)General understanding of our Meter reading programs supporting AMR/AMI, customer accounting and accessing company templates.
  • Thorough knowledge and ability to understand AMR/AMI technology and applications.
  • Must become proficient with Field Mobile/Service Link working environment.
  • Ability to read construction drawings.
  • Have a thorough understanding of water distribution systems.
  • Ability to train and provide guidance on water sampling techniques.
  • Ability to communicate effectively with customers, contractors, regulatory agencies, and material suppliers.
  • Must be physically able to perform work that requires walking, bending, kneeling, limited digging, and lifting 75 pounds.
  • Must be able to work outside in all types of weather.
  • High school diploma or equivalent.
  • Must have a minimum of three years’ experience as Utility Worker III, or Utility worker IV, or possess comparable experience.
  • Valid, appropriate Arizona driver's license with an acceptable driving record.
  • Must have an Arizona Department of Environmental Quality Operator Certificate for Water Distribution and Water Treatment at a grade level specified by the company.

Responsibilities

  • Coordinate, schedule and provide direct oversight for the installation of new infrastructure, including service lines, possibly mainlines, new meter sets and any other Distribution related infrastructure.
  • Responsible for supporting all WSIR activities and the timely completion of all workflow generated by those WSIR’s.
  • Will provide support and guidance to our Distribution system inspectors who inspect all new construction projects within the distribution system.
  • Assist with new employee recruitment, development and job training.
  • Monitors and direct field employees’ activities to ensure they are following safety guidelines, and all company policies and procedures.
  • Ensures compliance with OSHA safety regulations and the company’s safety program.
  • Ensure employees follow all ADEQ and EPA regulations associated with their specific job duties.
  • Prepares proposal/contracts requesting bids for system projects.
  • Familiar with regular preventative maintenance programs associated with the operation of the water distribution system.
  • Will be required to complete all project close out paperwork for completed workflow.
  • Assist in the preparation of the Divisions annual budget associated with the distribution system.
  • Provide training and oversight on Company Blue Stake policies and procedures for all employees involved in the construction of new facilities.
  • Pre-inspects job sites to determine the scope of work necessary to complete work.
  • Prepares As-built drawings of work completed.
  • Subject to 24-hour on-call status.
  • Must be physically able to perform work that requires walking, bending, kneeling, limited digging, and lifting.
  • Must be able to work outside in all types of weather.
  • The NCS will work closely with the Distribution Supervisor to assist with any distribution system related workflow that requires coordination or assistance.
  • Other tasks and duties as directed.
