About The Position

The .NET Developer (Programmer IV) position serves as a technical role responsible for the planning, direction, execution, and successful delivery of complex IT initiatives for the .NET Product Delivery team. This role ensures that enterprise application solutions align with HHSC business objectives, architectural standards, and operational needs. Performs computer programming work, analysis and development of complex business processes, system solutions, and internal team direction as well as being a strong customer interface for application related activities and support and oversees the work of other functional analysts. Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Requirements

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. Appropriate experience including Object Oriented Programming (OOP) in using C#, .NET Framework, .NET Core/.NET, ASP.NET MVC, ASP.NET Web API may be substituted for the required education on a year-for-year basis up to four years.
Required minimum of 5 (five) years of experience in Object Oriented Programming (OOP) in using C#, .NET Framework, .NET Core/.NET, ASP.NET MVC, ASP.NET Web API.
Required minimum of 5 (five) years of experience in UI/frontend technologies such as HTML, CSS, Blazor, Angular, or React.
Required minimum of 5 (five) years of experience in designing enterprise applications and/or services.
Required minimum of 5 (five) years of experience with microservices architecture and RESTful API development using .NET technologies.
Required minimum of 5 (five) years of experience in writing SQL including SQL and NoSQL databases.
Required minimum of 3 (three) with in software development using Agile methodology (Scrum).
Required minimum of 2 (two) years of experience with SQL Server Reporting Services (SSRS).

Nice To Haves

Preferred experience in Java programming language (Core Java, JDBC, Spring Boot, Angular, or React).
Preferred experience with Unit Test development.
Preferred experience with testing frameworks such as JUnit, Mockito, and Selenium.
Preferred experience with containerization technologies like Docker and orchestration tools like Kubernetes.
Preferred experience with continuous integration and continuous deployment (CI/CD) pipelines using tools like Jenkins, GitLab/GitHub Actions.
Preferred experience in leading enterprise software development teams.
Preferred experience in Cloud development environment – Azure or AWS or others.

Responsibilities

Oversees the overall development of applications including; system design, planning, production and customer support for software systems and solutions, existing production & development for new applications used both statewide and interagency.
Drives design, delivery and integration for interfaces, system connectivity and batch processes for existing applications.
Coordinates daily development activities including; coding, testing, and debugging of programs that are in development or requiring support for issue resolution/performance or enhancement.
Implements standards and procedures with coordinating the activities of programming staff.
Coordinates staff, tasks and schedules to develop, modify, customer software applications.
Provides technical direction and guidance to technical staff in matters related to analysis and programming activities.
Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers.
Implements specialized programs to support applications and defines the test processes to validate performance as well as stability.
Coordinates with staff to develop and implement project plans that include; schedules, staff assignments, analysis tasks and programming activities that include requirements gathering, gap analysis, design and delivery.
Will assist and coordinate with development staff to ensure adherence to standards and procedures for the implementation of business policies, procedures and standards.
Other duties as assigned.
