About The Position

This role serves as the technical lead for NERC compliance readiness and turnover of substations prior to their Commercial Operation Date (COD). The engineer will identify and implement applicable NERC PRC and FAC standards for new substations, ensuring all requirements are incorporated into design, settings, studies, and commissioning documentation. Responsibilities include validating relay settings, coordination studies, and protection philosophies to ensure compliance with PRC standards, supporting the development of the Protection System Maintenance Program (PSMP) per PRC-005, and ensuring facility ratings are established, documented, and communicated per FAC-008 and FAC-009. The position requires developing and maintaining audit-ready documentation, leading the formal compliance turnover to Operations, and acting as the compliance liaison between various departments and external stakeholders.

Requirements

  • Availability to work 100% of the time at the Client’s site in Palm Beach Gardens, FL
  • Experience with NERC PRC standards (PRC-001, PRC-004, PRC-005, PRC-019, PRC-023, PRC-024, PRC-027) for substation or generation interconnection compliance
  • Experience with NERC FAC standards (FAC-008, FAC-009) for facility ratings establishment and communication
  • Experience with protection system relay settings, coordination studies, and protection philosophies
  • Experience with Protection System Maintenance Program (PSMP) development and documentation per PRC-005, including: Relays, CTs/VTs, DC supply systems (batteries/chargers) and Communication systems and protective schemes
  • Experience with NERC compliance documentation including RSAWs, evidence packages, and compliance narratives
  • Experience with substation commissioning and energization activities in a compliance capacity
  • Experience with pre-COD and post-COD compliance (Commercial Operation Date)

Responsibilities

  • Serve as the technical lead for NERC compliance readiness and turnover of substations prior to Commercial Operation Date (COD)
  • Identify and implement applicable NERC PRC and FAC standards for new substations, ensuring all requirements are incorporated into design, settings, studies, and commissioning documentation
  • Validate relay settings, coordination studies, and protection philosophies to ensure compliance with PRC standards
  • Support development of Protection System Maintenance Program (PSMP) per PRC-005
  • Ensure facility ratings are established, documented, and communicated to appropriate entities per FAC-008 and FAC-009
  • Develop and maintain audit-ready documentation including RSAWs, evidence packages, protection setting files, and coordination studies
  • Lead the formal compliance turnover to Operations, including ownership of maintenance programs, misoperation processes, and facility ratings management
  • Act as the compliance liaison between Engineering, Project Management, Transmission, and Operations
  • Coordinate with external engineers, consultants, and OEMs to ensure NERC and internal compliance standards are met
