We are looking for someone to join Team Yuma as a Neighborhood Services Supervisor working with the Community Development Department. The ideal candidate will administer and coordinate grant-funded services and programs under the Neighborhood Services Division work plan for the next four (4) years. Under general supervision, supervises neighborhood revitalization and community development programs and staff for the City of Yuma Neighborhood Services Division (NSD); coordinates state and federal assistance programs to preserve, improve and protect neighborhoods; assists with the administration of federal entitlement resources received from the US Department of Housing and Urban Development.

Requirements

  • Bachelor's Degree in Business or Public Administration, or related field, and three years' experience with housing rehabilitation and construction; Or three years' experience with CDBG and HOME grant program administration and implementation best practices; OR an equivalent combination of education, training and experience.
  • Knowledge of: City policies and procedures.
  • Federal, State and local rules and regulations governing community development, community housing, and neighborhood redevelopment, including HUD, CDBG and HOME performance standards and procedures.
  • Housing rehabilitation, City property maintenance codes, Lead-based paint testing and abatement
  • Community service agencies and other local assistance programs.
  • Record keeping and file maintenance principles and procedures.
  • Neighborhood revitalization, economic development, and outreach practices and principles.
  • Public relations and customer service methods and techniques.
  • Program, project, budget, and contract management techniques.
  • Understanding and applying City, state and Federal statutes, ordinances, codes, and regulations.
  • Interpreting HUD, CDBG and HOME documents and program regulations.
  • Supervising staff, delegating tasks and authority, and coaching to improve staff performance.
  • Reviewing financial and technical documents for completeness and accuracy.
  • Preparing technical reports and recommendations.
  • Reviewing, updating and maintaining files, reports and documentation for grant programs.
  • Operating a personal computer utilizing a variety of standard and specialized software.
  • Establishing and maintaining effective relationships with state and Federal agencies, public service organizations, stakeholders, and community leaders.
  • A valid Arizona State Driver’s License is required.

Nice To Haves

  • Special training and certifications through HUD and Arizona Department of Housing are preferred.
  • Lead Abatement Supervisor and Lead Inspector Risk Assessor certifications are required within 6 months of hire

Responsibilities

  • Administers and coordinates programs funded by the U.S. Department of Housing and Urban Development (HUD), including but not limited to Community Development Block Grants (CDBG) and HOME Investment Partnership programs; Lead Hazard Reduction Grant (LHR) and Healthy Homes; performs a variety of technical and administrative duties to provide eligible recipients and sub-recipients with grant funds that can be used to revitalize communities, and expand affordable housing and economic opportunities.
  • Supervises community development staff, neighborhood revitalization, and housing rehabilitation programs, Lead Hazard Reduction, project management and delivery.
  • Submits monthly, quarterly and annual reports to document services provided and meet funding agency requirements; and assures that appropriate services are provided to eligible participants; works independently, and makes appropriate decisions based on work experience.
  • Supervises the implementation of programs throughout the City of Yuma and Yuma County by sub-recipients of the CDBG, Yuma County HOME Consortium, LHR, and Healthy Homes; Develops and implements program policies, processes, and procedures.
  • Directs assigned staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work and evaluates performance; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities.
  • Directs staff in case management functions for the housing rehabilitation process, including intake, application processing, loan documents, database and file management, compliance monitoring, and loan servicing.
  • Collaborates with the Assistant Director of DCD/Neighborhood Services to develop housing and neighborhood revitalization program strategies.
  • Conducts public meetings to promote programs and address program issues; keeps informed of community, social and economic resources available to low- and moderate-income families.
  • Stays current on significant issues that affect the implementation of projects under applicable federal funding sources
  • Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”,and complies with all City policies and procedures.
  • Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
