About The Position

The Naval Criminal Investigative Service (NCIS) is an organization of approximately 2,000 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the DON component with primary responsibility for criminal investigation, law enforcement (LE), counterterrorism (CT), counterintelligence (CI), and cyber matters. NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage and subversive activities. MEANINGFUL WORK AND PERSONAL IMPACT As a Cloud Architect, the work you’ll do at GDIT will be impactful to the mission of the IT Technology Operations division within the NCIS ITD organization in Quantico, VA: As a Cloud Architect, you will play a critical role in designing and implementing secure, scalable, and mission-aligned cloud architectures for government agencies. You will lead the technical vision for cloud based-solutions and ensure the environment supports both immediate and long-term organizational goals.

Requirements

  • Active Secret clearance. Must be able to successfully obtain a TS/SCI post hire.
  • 10+ years of cloud engineering/architecture experience
  • Bachelor's Degree in a technical discipline; an additional 4 years of experience may be considered in lieu of degree
  • US Citizenship Required.

Nice To Haves

  • Deep knowledge and understanding of DevSecOps approaches, CI/CD pipelines and modern development practices
  • Experience and knowledge of major cloud platforms like AWS, MS Azure and government specific cloud services
  • Deep familiarity with federal security and compliance frameworks: FISMA, FedRAMP, RMF, and ATO processes
  • Compressive understanding of cloud models (IaaS, PaaS, SaaS) and hybrid environments
  • Awareness of identity and access management, PKI, encryption standards, logging, monitoring, and audit requirements
  • Knowledge of product evaluation methodologies and cloud technology market trends
  • Familiarity with systems design documentation, architectural artifacts, and technical writing standards
  • Cloud computing technology, containerization, Kubernetes

Responsibilities

  • Develop and define the overall cloud architecture and provide input into design and operational activities based on best practices tailored to NCIS needs and infrastructure to maximize the benefits of the cloud environment.
  • Lead the cloud architecture and migration strategies including DEVSECOP and CI/CD pipeline implementation.
  • Lead migration strategies include rehosting, re-platforming, and refactoring of applications and workloads.
  • Build Infrastructure as Code (IaC) using tools such as Terraform, Bicep, ARM templates, or Ansible.
  • Define and govern cloud architecture standards and frameworks to support high availability, disaster recovery, and scalability.
  • Integrate applications, servers, network security, and government requirements such as FISMA, FedRAMP, and ATO processes
  • Apply Azure security best practices and compliance frameworks (such as FedRAMP and NIST 800-53), including identity and access management and Zero Trust principles.
  • Manage Azure cost optimization, resource monitoring, and performance tuning for cloud-native services.
  • Implement and operate containerized environments using cloud Kubernetes Service (AKS) and related cloud container tools.
  • Integrate cloud services with DevOps and CI/CD pipelines to support automated provisioning, testing, and deployments.
  • Lead technical design sessions and collaborating with stakeholders to align cloud architecture with mission and organizational objectives
  • Ensure that cloud services and deployments are fully delivered, validated, documented, and functioning as expected
  • Provide comprehensive systems and network engineering and architectural planning services.
  • Review existing architecture on a regular basis, recommending and assisting with the design and implementation of systems and network improvements as required.
  • Responsible for planning, solutioning, and improvement of NCIS capabilities with a specific focus on cybersecurity and the implementation and design of the application layer.
