The Department of Health and Human Services (DHHS) requires the assistance of a contract resource to serve as the Product Owner Proxy in support of the Medicaid Transformation and Improved Beneficiary Experience initiatives for NC FAST Application Development Environment for NC Families Accessing Services through Technology (NC FAST). This resource will be responsible as an agile product proxy owner for maximizing the value of the business products created by an agile development team. This individual will take on multiple roles, including business strategist, product designer, and customer liaison. Key responsibilities include understanding and articulating the business vision and the project scope, communicating with all stakeholders and project team members to ensure the goals are clear and the scope is aligned with the business objectives, managing the product backlog by creating and maintaining backlog visibility in order to prioritize user stories for implementation based on the overall plan and business objectives to optimize performance and project outcomes and prioritizing needs by juggling the triangle of scope, budget, and schedule, assessing and adapting priorities according to the needs and objectives of the business. This role is also responsible for overseeing development as a key player in both the current and next iteration throughout each event, including planning, refinement, review, and support, anticipating client needs by developing a deep business knowledge to more effectively manage the development process, and acting as primary liaison using excellent verbal, written and presentation skills, in the role of primary communicator and link between business and project teams. This role is responsible to coordinate with Curam Business Analysts to finalize designs and approvals from product owner/ Business SMEs, and coordinate with the Cúram Architect to ensure technical soundness of design approaches. Tasks include ensuring User Stories reflect the needs of the project, prioritizing requirements/ User Stories based on dependencies, creating and maintaining the team backlog throughout the project's life cycle, working with scrum teams to prioritize their work, and serving as scrum master for Curam Business Analysts (designers) to prioritize their work. Other tasks include ensuring that the Backlog always contains enough items to be developed, serving as liaison to Implementation team, representing end users to explain/clarify the requirements to the team and provide feedback on User Stories, writing User Stories, assisting testers with creation of test plans and test data, participates in the daily Scrums, Design Meetings, Sprint Planning Meetings, Sprint Reviews and coordinating with the county users during End-to-End testing/User Acceptance Testing. This role must manage relationships with stakeholders as well as participate in and provide support to county user checkpoints and county workshops.
