Job Description Mission Technologies, a divison of HII, is seeking a Software Engineer 5 to serve as the senior technical lead for software development across the Navy Training Baseline (NTB) product line, including JSAF, JBUS, RAVE, ERM, MDS, NEXUS, JMAC, CS3, and ATD. This position provides consultative direction, long-range technical planning, and leadership for multidisciplinary development teams supporting the Navy Continuous Training Environment (NCTE). The Software Engineer 5 is responsible for shaping advanced technical solutions, establishing software engineering standards, and guiding modernization efforts across NTB systems and architectures. This role supports the Navy’s Live, Virtual, and Constructive training mission by leading the design, development, integration, and sustainment of modeling and simulation applications and distributed training systems. The engineer collaborates with internal teams, government stakeholders, and Fleet customers to ensure robust, scalable, and secure software capabilities aligned with evolving readiness requirements.

Requirements

  • 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • Deep expertise in software architecture, large-scale system design, distributed simulation systems, and advanced Java development.
  • Demonstrated ability to independently determine technical direction, initiate assignments, and achieve long range objectives.
  • Proven leadership in developing complex modeling & simulation capabilities within LVC training environments.
  • Expert-level proficiency in Linux-based development, multithreaded applications, debugging tools, Git-based software configuration management, and modern DevSecOps methodologies.
  • Strong understanding of OO design, secure development practices, networked systems, and enterprise software patterns.
  • Ability to act as advisor to management and customers on advanced research studies and technical applications.
  • Excellent communication skills, including the ability to guide discussions with senior government stakeholders and lead engineering teams.
  • U.S. Citizen able to obtain and maintain a Secret security clearance.

Nice To Haves

  • Experience with NCTE systems, NTB applications, and Fleet training environments.
  • Experience with TENA, HLA, DIS, and distributed simulation interoperability patterns.
  • Familiarity with ActiveMQ, Gradle, OSGi, Jenkins, SonarQube, database development, secure coding standards (DISA ASD STIG), cryptographic logon, role-based access control, and C4I systems.

Responsibilities

  • Provide senior-level technical leadership and architectural oversight for NTB software systems, ensuring cohesive, interoperable solutions across JSAF, JBUS, RAVE, ERM, MDS, NEXUS, JMAC, CS3, and ATD.
  • Lead the design, development, documentation, testing, and debugging of advanced applications software and distributed simulation systems containing complex logical and mathematical solutions.
  • Define long range development roadmaps, modernization strategies, and technical execution plans for NTB products.
  • Serve as a spokesperson and technical authority for NTB software engineering in discussions with government sponsors, Fleet users, and managerial leadership.
  • Conduct multidisciplinary research and collaborate with hardware engineers, systems engineers, and modeling & simulation SMEs to evolve NCTE capabilities.
  • Assess user needs, system performance gaps, and enterprise architecture constraints; develop innovative solutions to meet Navy training requirements.
  • Guide development teams on programming techniques, coding standards, security requirements, automation strategies, and DevSecOps best practices.
  • Ensure compliance with software standards, DISA STIGs, cyber requirements, and NCTE enterprise technical guidance.
  • Oversee development efforts on Red Hat Linux environments using Java, JavaScript (ExtJS/Vue), shell scripting, IntelliJ/Eclipse, Git, and CI/CD toolchains.
  • Drive integration and interoperability across LVC systems, including TENA, HLA, DIS, and C4I interfaces.
  • Author or review technical reports, architecture documents, user guides, proposals, and briefings.
  • Mentor junior and mid level engineers; foster cross-team collaboration and continuous improvement.
  • Able to work in an office environment that is typical for advanced software engineering work. Some on-site support at NCTE facilities may be required.
