About The Position

The Budget Financial Manager (BFM) Analyst will join Guidehouse to support a mission sustainment organization within the Navy. In this role, the BFM Analyst will help drive financial planning and execution, focused on roles including, but not limited to, budget formulation, and financial analysis in support of numerous Navy weapon system acquisition programs. The BFM Analyst will guide the integration of engineering, logistics, configuration management, and information technology into budget planning, programming and financial management documentation. The candidate will have experience supporting budget administration and resource allocation processes in support of weapon system acquisition and product support management activities. Day to day responsibilities may include: Assist with coordination, preparation, planning, and justification of the annual budget cycle to include schedules, briefings, and meetings. Prepare for dedicated organization funding in FY26 and the FYDP. Assist with external and internal deliverables, to include Office of Management and Budget (OMB), Assistant Secretary of the Navy (ASN), Deputy Assistant Secretary of the Navy (DASN), and Congressional tasks. Collaborate with various Program Managers and Principal Acquisition Program Managers (PAPMs) to analyze and address budgetary planning and execution plans and documentation in support of weapon system operations and support. Support ongoing efforts regarding a POM-28/FY-28 budget submissions. Support the oversight and execution management of various lines of appropriations that support determination of outfitting, spares lead times to the ultimate transfer and delivery of systems. Provide support on operations and maintenance (OMN ) financial management requirements including program support and Readiness Based Sparing modeling management across the program offices.

Requirements

  • An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance
  • A Bachelor's degree
  • Minimum FIVE (5)+ years' of experience in financial management for Defense agencies, specifically in the areas of weapon system acquisition, product support, supply chain management, or supporting financial and accounting operations
  • Experience with the Navy Enterprise Resource Planning (N‑ERP) system, including experience creating funding documents or Procurement Requests (PRs) and establishing budget structures.
  • Experience with DoD/Navy acquisition, logistics, product support management processes

Nice To Haves

  • A Bachelor's degree in Accounting, Finance, Economics, Engineering, Logistics, or related field
  • Navy experience (preferably with Naval Sea Systems Command (NAVSEA))
  • Experience with sustainment programs
  • Experience in acquisition, comptroller, and/or operational programming functions
  • Accreditation with the Financial Management Associate Program (FMAP), or similar relevant certification
  • Excellent organizational skills and attention to detail
  • Strong oral and written communication skills
  • Prior consulting experience
