About The Position

This position supervises the VRP Brownfields Assistance Program (BFAP) and Orphan Sites Remediation Program (OSRP). The common goal of these programs, through implementing statutory and regulatory requirements, is to ensure protection of human health, ecological receptors and the environment through investigating and remediating contaminated sites. Additionally, a primary goal of the BFAP and OSRP is to remediate properties so they can be put back into productive use and provide economic and social benefits to communities and the State.

Requirements

Bachelor's Degree required with a preference in geology, engineering, environmental, physical or natural science PLUS at least four years of professional work experience in environmental research, evaluation or protection.
Knowledge of and ability to read, research, interpret and apply Federal, State, Local environmental laws, regulations, policy, and guidance, including grant research, application development, award administration, reporting and compliance requirements as they relate to the Solid & Hazardous Waste Division.
Knowledge of project management principles, including planning, scheduling, risk management, resource coordination, and performance monitoring.
Knowledge of environmental remediation practices, site assessment, cleanup activities, and environmental compliance requirements, including knowledge of hydrogeologic processes and multiple science and engineering disciplines.
Knowledge of and ability to implement state contracting and procurement requirements in contract development, procurement procedures, contract administration, and contractor oversight in accordance with applicable laws, regulations, and policies.
Knowledge and understanding of human resource management skills necessary for the leadership and supervision of staff.
Knowledge of public outreach and stakeholder engagement strategies, including conducting public meetings, preparing educational materials, and communicating technical information to diverse audiences.
Skills in written, oral, and electronic communication and use of personal computers for word processing, database, and spreadsheet applications.
Knowledge of intergovernmental coordination and collaboration with federal, state, and local agencies, contractors, consultants, and community stakeholders.
Knowledge of team leadership and collaboration structure/function and ability to cooperatively participate in and lead a team, including mentoring and training professional staff to ensure deadlines and agency goals are met.
Ability to work as a team member of professionals, to take direction, and meet deadlines, including supervising staff.
Knowledge of organizational planning, strategic initiatives, and continuous process improvement to enhance program effectiveness and operational efficiency, including anticipating and planning for future trends and challenges.
Ability to communicate (both oral and written) complex issues in a clear, understandable and non-confrontational manner.
Detail-oriented; strong ability to discern, track, and organize pertinent information in a complex regulatory environment and answer technical questions.
Ability to create, compose, review and edit technical written documents.

Knowledge of data management, project tracking systems, and maintaining accurate records to support grant administration and regulatory compliance.
Basic knowledge of chemical handling and hazardous materials handling as it relates to inspected facilities and potential for generation of wastes.
Knowledge of CERCLA, RCRA, and OSHA requirements of 29 CFR Part 1910.120
1-3 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Principal OR 4-7 years of progressive work experience (typically in the Sciences) with acquired knowledge at the level of a Natural Resources Principal

Preference will be given to candidates with knowledge and experience in successful grant writing and oversight of remediation projects.

Responsibilities

Supervise multiple direct reports and display high levels of leadership and communication skills.
Apply for and manage various grants, including EPA Brownfields Grants or funding opportunities awarded to the programs, including working with DEQ accounting to ensure reporting is accurate and consistent.
Produce well-written grant applications, reports, and correspondence.
Assist communities, non-profits, and other eligible entities in identifying, investigating, and remediating contaminated properties, including identifying grant or other funding opportunities.
Makes independent judgment of compliance through oversight/interpretations of regulations & reports.
From an environmental perspective, may review, analyze, evaluate and interpret technical (biological, chemical, geological, and hydrogeological) land, water and/or property data.
Makes recommendations with respect to the technical data and reports and enforcement issues.
Answers technical questions related to policies, procedures and statutes.
Resolves conflict between technical opinions and personalities in a positive manner and works cooperatively with internal and external stakeholders to achieve objectives and requirements of the program and department.
Measures, monitors, regulates and manages resources and resource utilization in accordance with applicable laws, regulations, and court decrees.
Represents agency in meetings with various State, Federal, private entities, internal and external workgroups and engages with stakeholders to represent the State’s regulatory interests.
Makes presentations to various interest groups and public meetings.
Mediates mid-level disputes between contractors and consultants.
Participates in the decision-making process at the mid-management level.
Manages multiple projects and contracts, including development of Scopes of Work for contracts, manages contracts and contractors, and approves invoices in accordance with state requirements.
Maintains site and project files.
Provides technical environmental guidance and instruction to agency projects.
Monitors expenditures in the context of site and project management for Brownfields and Orphan Sites.
Participates in policy-making and planning efforts, budget matters, and personnel issues.
Makes independent judgment of compliance through inspections/interpretations of regulations & reports; analyzes data and draws conclusions.
Investigates and oversees complaints and projects.
Determines accuracy of data collection & computation methods.
Researches records and provides information and technical data to the public.
Applies and interprets complex rules, regulations, guidelines or standards.
Supervises and manages multiple complex investigations, corrective action/remediation and permitting projects that serve to protect human health and wildlife and preserve natural resources.
Manages the development and updates program documents, outreach documents, training, and agency agreements.
