About The Position

The Natural Resources Planner V will serve as the Head of the Technical Support and Special Projects Section within the Air Monitoring Program, which is responsible for major statewide natural resources planning. In this role, the incumbent will supervise a staff of professional Natural Resources Planners. Key responsibilities include managing air quality projects and contracts, while also providing support for the NAAQS network with technical oversight. Coordinates new monitoring initiatives across Maryland and oversees the selection and evaluation of monitoring techniques and next generation instrumentation. Additionally, the incumbent will direct annual performance evaluations through independent field audits, manage the Program's annual inventory control, assist with annual fiscal reviews, and coordinate technical project reviews and regulatory changes. This position operates in an evolving environment, as the focus of the Air Monitoring Program has shifted from purely compliance monitoring to a greater emphasis on research-related activities that generate unique science regarding the nature and origin of air pollution in Maryland.

Requirements

  • A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management, or development.
  • Seven years of experience in natural resources planning or an applied environmental science.
  • Possession of a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

Nice To Haves

  • Knowledge of the operating and measurement principles for ambient air, meteorological, and data acquisition monitoring systems.
  • Understanding of federal and State regulations governing air monitoring instrument methods.
  • Experience managing audits, inventory processes, and special projects, including contract support, large-scale procurements, and site evaluation and selection processes.
