About The Position

Under general supervision, this position will serve as a professional watershed planner in the Watershed Management Section of the Baltimore County Department of Environmental Protection and Sustainability. Work involves watershed plan development, outreach and education, grant program support, data analysis, report preparation, and contract management as it pertains to NPDES MS4 permit requirements, TMDLs, and related water quality regulations.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in environmental, regional, urban or city planning, or in a natural resource, environmental or a biological science.
  • Two years' professional experience in a planning, science or related field.
  • Possession of a valid non-commercial class C Maryland Driver's license or an equivalent is required at the time of appointment.
  • Applicants who hold a driver's license from a state other than Maryland or Pennsylvania must submit a current copy of their driver’s license and driving record at the time of application.
  • Proof of Licenses, Certifications and Education Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position.
  • Diplomas or transcripts must show the applicant's major field of study.
  • Copies and unofficial transcripts are acceptable.
  • Proof of licenses, certifications, and/or education must be submitted with each application by the closing date of the job posting.

Responsibilities

  • Performs complex environmental and natural resources planning and research, compiles detailed information, analyzes data, and prepares reports on environmental management issues, areas, and problems.
  • Reviews and comments on state permits.
  • Acts as a project manager in the preparation of environmental plans and maps or special studies.
  • Participates in the development and implementation of outreach strategies and messaging.
  • Performs field and desktop assessments of sites for stormwater challenges and opportunities for improvement.
  • Serves as project manager working collaboratively with non-profit grantees, professional design consultants, contractors, State agencies, other professional staff and residents of Baltimore County.
  • Represents the department before community groups and serves as the department's representative on intra-county, community, or other committees.
  • Oversees project funding and assists with grant management.
  • Assists other professionals in technical studies, research and preparation of reports.
  • May supervise subordinate professional and other personnel.
  • Performs other related duties as required.
