About The Position

UN Women Sierra Leone is recruiting a consultant to undertake a Country Gender Equality Profile (CGEP). The CGEP will provide a detailed assessment of the current context, including progress and key challenges for gender equality in Sierra Leone within the framework of sustainable development. It will identify gender discrepancies in social, economic, cultural, and political rights, analyze root causes, and assess their impact on various vulnerable groups. The profile will also highlight research and data gaps concerning gender equality, with a focus on statistical data needs for issues such as gender equality in political participation, the economic environment, education, civic participation, social protection and healthcare, and human security (including sexual and gender-based violence and women's peace and security). The CGEP will serve as an analytical and operational document, outlining opportunities to address identified gaps.

Requirements

  • Advanced university degree (master’s or higher) in Gender Studies, Development Studies, Sociology, Sustainable Development, Statistics, or related fields.
  • A minimum of 8 years of relevant work experience in the field of Gender Equality and Women’s Empowerment.
  • Proven experience in developing Country Gender Equality Profiles.
  • Experience working with multi-stakeholder and cultural organizations (governments, International NGOs, CSOs, UN/multilateral/bilateral institutions).
  • Sound knowledge of international standards on human rights, women’s rights, and related instruments.
  • Experience in policy analysis, institutional capacity assessment, and multi-stakeholder coordination.
  • Demonstrated ability to produce high-quality analytical reports and facilitate consultative processes.
  • Fluency in oral and written English.

Nice To Haves

  • Specialized training in gender analysis, participatory research methods, or monitoring and evaluation.
  • Familiarity with Sierra Leone’s socio-political and economic context.
  • Working knowledge of other UN languages.

Responsibilities

  • Conduct a Country Gender Equality Profile (CGEP) under the supervision of UN Women leadership and in collaboration with the Ministry of Gender and Children’s Affairs.
  • Submit a more complete list of variables, policies, programs, and social, governance, and economic contexts of Gender Equality and Women’s Empowerment (GEWE) in Sierra Leone to guide data collection and analysis.
  • Provide technical expertise for the Country Gender Equality Profiling assessment.
  • Produce a high-quality Country Gender Equality Profile with qualitative and quantitative data.
  • Identify entry points and strategies to address gender gaps across different sectors, including an advocacy strategy and indicators for tracking progress.
  • Identify gaps in research and data concerning gender equality, including the need for statistical data.
  • Provide a list of recognized research bodies capable of producing quality data.
  • Design an Action Plan to address information gaps and identify potential institutions for data collection.
  • Identify key entry points, opportunities, and promising practices to address gender gaps in social, economic, and political arenas.
  • Conduct a comparative analysis of the current situation of women and men in Sierra Leone, identifying gender discrepancies in social, economic, cultural, and political rights.
  • Provide a gender perspective on poverty and sectoral priorities related to vulnerabilities as indicated in the MTNDP, noting gaps in priority sectors.
