About The Position

We have an exciting opportunity to join us in supporting one of our valued customers as a N9I POM Analyst to work out of Arlington, VA. Exciting opportunity for a POM Analyst to support the Navy’s Deputy Chief of Naval Operations for Warfighting Requirements and Capabilities (OPNAV N9). OPNAV N9 determines, integrates and resources expeditionary warfare, surface warfare, undersea warfare and air warfare requirements, and their associated systems, manpower, training and readiness requirements within the Planning, Programming, Budget and Execution (PPBE) process, balancing system capabilities and program wholeness to support Joint and Navy warfighting plans within acceptable risk.

Requirements

  • At least 5 years of general experience highlighting knowledge of the federal budget process and the PPBE system in the DoD.
  • Required Clearance: Secret

Nice To Haves

  • Bachelor’s Degree in a quantitative discipline such as science, engineering, operations analysis, business analysis, data analysis, or financial analysis
  • 2 years experience highlighting experience in development of DoD POM (Navy preferred)
  • Bachelor’s degree in related field

Responsibilities

  • Develop documentation in support of POM cycles such as point papers, summary analyses, cost analysis, schedules, requirements.
  • Attend meetings as well as provide analysis and support on the development of the POM Wholeness Balance Review (WBR), PESTONI pillars and Warfighting Portfolio due outs and briefs.
  • Develop meeting agendas, record meeting minutes with action items and develop presentation materials for OPNAV staff, related RS and subordinate Commands.
  • Review all programming and budgeting line items in association with Readiness.
  • Analyze and report on the programming and budgeting effects of the proposed readiness program to include any associated potential programming risks that may be caused by the addition or reduction of readiness resourcing.
  • Develop options for leadership consideration on readiness related topics such as balancing actions; Flag level briefings and presentations; internal guidance and policy development; and liaison.
  • Provide quick reaction programming and analysis for response coordination to Congress, Department of Defense (DoD), Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO) or other OPNAV tasking.
  • Review and analyze strategic documents to enable development of programming guidance.
  • Coordinate with warfare and requirements sponsors on a wide variety of programming issues, such as evaluating budget and execution year issues.
  • Facilitate and support the development of a balanced and executable POM across all N9 accounts to ensure adherence to OPNAV funding strategies using common Microsoft (MS) Office software tools, FLINT, RAM programs and other software as required.
