About The Position

KBR provides full-spectrum base operations support to Naval Support Facility Diego Garcia, a remote location in the British Indian Ocean Territory. Our robust supply chain ensures on-time delivery of mission-critical supplies, and our team conducts essential port and airfield operations in this geographically complex environment. The KBR team is over 1,000 people strong, providing not only life support services such as water treatment, electricity, and telecom/antenna maintenance, but also quality of life services like Morale, Welfare, and Recreation (MWR) and an award-winning dining facility. Responsible for the overall management of the Diego Garcia MWR program. Oversight for the operations of a diverse and robust Financial Management, Marina, Recreation, and Business Activities program consisting of rental, resale and food and beverage outlets.

Requirements

  • Must be a U.S. Citizen.
  • Shall meet the BUPERS qualification standards for a MWR Director classified as NF-1101 position or equivalent.
  • Must possess a detailed knowledge of the goals, principles, and techniques of the overall management of the business.
  • Must be able to make favorable personnel contacts with all levels of management personnel, command officials, and department employees.
  • Extensive experience in a supervisory capacity and/or business environment requiring in-depth knowledge in all phases of a recreation and food and beverage operation including entertainment and programming.
  • Must have an extensive background in budgeting, financial management, and planning.
  • Must be a positive leader, able to influence the actions of others in obtaining cooperation and assistance to meet the CNRJ/Navy’s mission and vision.
  • Must be fully experienced in dealing and communicating with others; must have abilities to negotiate and settle disputes; obtain and maintain good relations.
  • Must be able to communicate clearly and effectively in English both verbally and in writing.
  • Must possess and maintain a valid driver’s license.

  • 5-years of specialized experience as an NF-5 of NAFI or as a senior manager in a similar or equivalent capacity in civilian commercial business or 5 Years general experience in which the candidate has demonstrated a knowledge of goals, principles, methods, and techniques of recreation, food, and beverage or business management, and has an understanding of the interests and motivations of individuals and groups equivalent where a candidate may have gained by education

Responsibilities

  • Creates and implements a vision for the MWR Program that ensures adherence to accreditation and program standards, as well as financial goals for Category A, B, and C programs.
  • Managing a team of diverse individuals through subordinate mangers for 4 (four) sub-annexes
  • Identifying and meeting customer needs through directed customer surveys. Serving as the MWR SME for the installation and command leadership.
  • Reviews, approves or modifies changes in functions, structures, staffing and budgeting areas proposed by subordinate managers.
  • Reviewing each MWR operation regularly to ensure it meets customer needs, financial goals, and program standards.
  • Analyzing the cost of goods, labor, and other expenses, while determining appropriate profitability and staffing levels.
  • Assessing financial execution, budget creation and financial analysis, developing dynamic and innovative programming in all MWR areas,
  • Identifying staff and facility needs
  • Oversight of projects – including customer-funded, self-help, and Naval Facilities (NAVFAC) projects, and ensuring the MWR program works as a seamless and integrated team.
  • Monitors GFE and Contractor property to ensure proper accountability and use as per contract requirements.
  • Develops MWR budget and oversees the execution of a appropriated (APF) and non-appropriated fund (NAF) budget.
  • Required to be readily available during regular working hours. For contingencies/emergencies, the MWR Director shall be on-site within one hour of notification.
