About The Position

To oversee and participate in the activities and services of Public Housing properties, Managed Properties, Project based properties, or other related programs; verify application data and research; to determine program eligibility; to serve as a landlord or property manager for assigned housing units; and to provide highly responsible and complex administrative support to higher level management staff. Employees within this class are distinguished from the Housing Specialist I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work.

Requirements

  • Knowledge of basic principles and practices of landlord/tenant law.
  • Knowledge of principles, practices, rules and regulations of Public Housing and Managed Properties.
  • Knowledge of principles and practices of facility maintenance.
  • Knowledge of principles and practices of public relations.
  • Knowledge of operations, services, and activities of a comprehensive Public Housing and Managed Properties programs.
  • Knowledge of eligibility requirements of a variety of housing programs.
  • Knowledge of Housing Quality Standards and UPCS standards, NSPIRE.
  • Knowledge of property management skills.
  • Knowledge of pertinent Federal, State, and local laws, codes, and regulations.
  • Knowledge of CSHA governing documents, i.e., ACOP, tenant leases, handbooks, etc.
  • Ability to learn operations, services, and activities of a comprehensive public housing program.
  • Ability to learn eligibility requirements of a variety of Public Housing programs.
  • Ability to interpret and apply housing program rules and regulations.
  • Ability to research, analyze and evaluate new service delivery methods and techniques.
  • Ability to resolve tenant/ landlord issues.
  • Ability to learn Housing Quality Standards and UPCS standards, NSPIRE.
  • Ability to learn property management skills.
  • Ability to perform a variety of program administration duties in support of comprehensive housing programs.
  • Ability to determine housing program eligibility.
  • Ability to maintain detailed program records.
  • Ability to oversee the maintenance and upgrades of assigned housing units.
  • Ability to prepare clear and concise administrative and financial reports.
  • Ability to communicate clearly and concisely, both orally and in writing; ability to effectively interact with a diverse tenant and landlord population.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • A bachelor’s degree, or Five years Equivalent to a bachelor’s degree, from an accredited college or university with major course work in social work, public administration, behavioral sciences, or a related field.
  • Any combination of experience and training that would provide the required knowledge and abilities is qualifying.
  • Possession of or ability to obtain certification as a Public Housing Manager from the National Association of Housing Redevelopment Officials.
  • Possession of a valid Colorado driver’s license

Nice To Haves

  • Three years of increasingly responsible property management or public housing program experience.
  • Two years of case management experience in a related field

Responsibilities

  • Serve as landlord/property manager for assigned housing units; work with maintenance regarding repair of assigned housing units; show housing units to prospective tenants; answer questions and explain Housing Authority policies; resolve tenant concerns and issues; determine damage amounts, if any, to housing units upon the removal of tenants; coordinate all related payments; consult other Housing Authority staff as needed.
  • Prepare a variety of reports as requested; assist in the preparation of legal documents; coordinate the execution of lease agreements and related documents.
  • Perform annual or other eligibility re-certifications for assigned program area, verify income, and calculate rents for continued occupancy.
  • Coordinate activities in Public Housing, Managed Properties, Project based, and other related programs; interview applicants; determine eligibility; explain program requirements; calculate rent; schedule inspections; assess damage claims; serve as liaison with landlords and tenants.
  • Conduct public meetings and workshops related to Public Housing, Managed Properties, safety and promoting self-sufficiency; answer questions; coordinate public relations activities with outside agencies as necessary.
  • Inspect housing units and maintain a detailed inventory of the properties, facilities and appliances as assigned.
  • Review property and unit accounts; notify former and present tenants of all outstanding fees that they owe to the Housing Authority
  • Maintain a variety of files and records; enter all data into computer database.
  • Participate in the selection, training, and supervision of assigned staff; recommend disciplinary measures; provide staff training.
  • Attend and participate in professional group meetings; stay abreast of new trends, innovations, and legislation in the field of public housing and other community resources.
  • Testify in court as an expert witness as required.
  • Perform related duties and responsibilities as required.
