About The Position

The Employee Concerns Program Investigator independently administers the day-to-day investigative activities of the Idaho Cleanup Project (ICP) Employee Concerns Program (ECP). The position serves as a trusted, confidential, and impartial resource for employees to raise workplace concerns and ensures concerns are assessed, investigated, documented, and resolved in accordance with Department of Energy (DOE) requirements, company policy, and Employee Concerns Program governing principles. Working under the strategic direction of the Manager of Ethics, Compliance & Employee Concerns, the Investigator preserves the independent purpose and neutrality of the Employee Concerns Program by remaining dedicated to Employee Concerns activities and maintaining separation from Ethics & Compliance program administration. The Investigator conducts all phases of the Employee Concerns process, including intake, assessment, investigation planning, evidence collection, interviews, analysis, corrective-action follow-up, and case closure. The position conducts objective workplace investigations involving retaliation, discrimination, harassment, safety, environmental, fraud, waste, abuse, misconduct, and other workplace concerns while maintaining strict confidentiality, procedural fairness, and independence.

Requirements

  • Demonstrated knowledge of workplace investigations, employee concerns principles, and investigative best practices, with the ability to conduct fair, objective, and independent investigations while maintaining confidentiality, procedural integrity, and professional judgment.
  • Conduct complex workplace investigations using recognized investigative principles and interviewing techniques.
  • Gather, evaluate, and analyze evidence to develop objective findings and well-supported recommendations.
  • Interpret and apply applicable Department of Energy (DOE) requirements, employee protection regulations, company policies, and Employee Concerns Program governing requirements.
  • Prepare professional investigative reports, correspondence, case documentation, and other written communications.
  • Build trust through effective communication, active listening, empathy, and the ability to understand diverse perspectives while maintaining neutrality and procedural fairness.
  • Exercise sound independent judgment and discretion while managing confidential, privileged, and sensitive information.
  • Develop collaborative working relationships with employees, leadership, Human Resources, Legal, Safety, Security, Labor Relations, DOE representatives, and other stakeholders.
  • Identify organizational trends, recurring concerns, and opportunities for corrective and preventive action.
  • Demonstrate proficiency using case management systems, Microsoft Office, and other business software to support investigations, reporting, and data analysis.
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Criminal Justice, Organizational Leadership, Psychology, Social Work, Behavioral Sciences, Law, or a closely related field. An equivalent combination of education and progressively responsible experience may be substituted for the degree.
  • Five years of progressively responsible experience conducting workplace, employee relations, regulatory, compliance, human resources, or other fact-finding investigations.
  • Demonstrated experience conducting independent interviews, evaluating evidence, preparing investigative reports, and communicating investigative findings and recommendations.
  • Demonstrated ability to exercise sound judgment, maintain strict confidentiality, and conduct objective investigations with professionalism and integrity.
  • Ability to obtain and maintain all qualifications necessary to independently conduct Employee Concerns Program investigations, including applicable Employee Concerns Program investigator training and Department of Energy (DOE) or contract-specific qualifications.
  • Complete and maintain required Employee Concerns Program, investigative, and continuing education training necessary to support independent workplace investigations.
  • Maintain working knowledge of applicable DOE Orders, Employee Concerns Program requirements, employee protection regulations, whistleblower protections, Worker Safety and Health Program requirements, reporting obligations, and other applicable legal, contractual, and regulatory requirements.
  • Maintain proficiency in investigative interviewing, evidence analysis, report writing, case management, conflict resolution, and investigative best practices through continuing professional development.
  • U.S. citizenship required.
  • REAL ID-compliant identification required for facility access.

Nice To Haves

  • Master’s degree in Human Resources, Organizational Leadership, Business Administration, Public Administration, Psychology, Social Work, Law, or a related field.
  • Experience conducting investigations within the Department of Energy or another highly regulated industry.
  • Experience administering or supporting an Employee Concerns Program, Ombuds Program, Employee Relations, or comparable workplace investigations function.
  • Certified Compliance and Ethics Professional designation for the PCM role.

Responsibilities

  • Conduct independent workplace investigations involving retaliation, discrimination, harassment, safety, environmental concerns, fraud, waste, abuse, misconduct, ethics concerns referred through the Employee Concerns Program, and other workplace issues. Gather and evaluate evidence, conduct interviews, prepare investigative reports, develop findings and recommendations, and monitor corrective actions through case closure.
  • Administer day-to-day operations of the Employee Concerns Program, including concern intake, assessment, case assignment, investigative planning, documentation, tracking, and closure. Ensure concerns are managed in accordance with DOE requirements, company policies, and Employee Concerns Program procedures while preserving confidentiality, neutrality, and independence.
  • Maintain complete, accurate, and confidential investigative records. Prepare investigative reports, case summaries, correspondence, metrics, and other documentation. Track case status, timeliness, trends, and performance measures while ensuring compliance with legal, contractual, and regulatory requirements.
  • Identify recurring issues, organizational trends, and opportunities for improvement arising from Employee Concerns investigations. Recommend corrective and preventive actions and assist with program assessments, audits, metrics, and continuous improvement initiatives.
  • Serve as a trusted resource for employees, managers, Human Resources, Legal, Safety, Security, Labor Relations, DOE representatives, and other stakeholders regarding Employee Concerns matters. Support Employee Concerns awareness activities and assist in developing training and educational materials that promote early reporting, respectful workplaces, and confidence in the Employee Concerns Program.
