About The Position

This is a project position funded through 6/30/2028. The Washington State Health Care Authority seeks a statewide policy expert to lead Medicaid Transformation Project (MTP) initiatives for Tribal Nations and Indian health care providers. This telework-eligible role operates from the Office of Tribal Affairs, driving health care improvements and honoring tribal sovereignty across Washington state. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes. The Office of Tribal Affairs exists to support, strengthen, and honor our state’s government to government relationship and unique partnership with Tribes. We work to ensure WA State recognizes and protects the interests, rights, and sovereignty of Tribal Nations. This position serves as a statewide policy expert on the MTP project, specifically how MTP programs work for Tribes and Indian health care providers (IHCPs), how MTP can ensure AI/AN patient access and quality care, and how we can use the investments of MTP for long-term improvement projects in the Indian health care delivery system. This project position provides senior level professional analyses to top levels of management and affected state, local, federal and Tribal governments regarding development and implementation of health care improvement initiatives related to the MTP - 1115 waiver and the Indian health care delivery system in Washington State. The primary purpose of this position is to test new payment and delivery modes, and settings for health care, specifically as it relates to Tribes, Indian health care providers (IHCPs), and American Indian/Alaska Natives (AI/ANs). This position is eligible to telework and is typically not required to report on-site. Occasional travel may be required to meet with clients or partners, conduct business, or attend or provide training and/or conferences. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

• Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. Four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
• Eight (8) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
• Two (2) years of experience working with or for Tribes and/or Indian health care providers (Can be concurrent).
• The ability to take action to learn and grow.
• The ability to take action to meet the needs of others.

Nice To Haves

• Ability to take in, analyze and comment on information through a variety of formats, including written, verbal presentations, etc.
• Ability to collaborate with a wide variety people who hold different knowledge and comprehension of the Indian health care system and effectively explain how their work affects Tribes, IHCPs and AI/ANs.
• Knowledge of the Indian health care system, including health care as a treaty right.
• Knowledge of the 1115 waiver.

Responsibilities

• Manage the development and implementation of new statewide health care improvement initiatives related to the Medicaid Transformation Project - 1115 waiver and the Indian health care delivery system in Washington State as the statewide policy expert.
• Develop work plans that outline methods for achieving program goals, including considerations for developing, implementing and maintaining program policies, rules, communications and procedures.
• Ensure, through monitoring, evaluations and audits, that all programs are in compliance with state and federal requirements, are operating optimally and are in fiscal compliance.
• Lead and manage the most complex rule promulgation of new, revised, and/or highly complex Washington Administrative Codes and provider guide projects that impact multiple statewide health care programs, ensuring compliance with the Administrative Procedures Act (RCW34.05).
• Manage and direct the development of the statewide health care initiative related to SHO Letter #16-002 to maximize federal fiscal participation, fund the Indian Health Improvement Reinvestment Account and ensure patient access to quality care.
• As it pertains to SHO Letter #16-002, research, develop, and implement training, program materials, and other resource guides, including new and revised provider billing guides and program communications, for external stakeholders, on program compliance and claims submissions.
• Develop, design, implement, and administer contracts as necessary for Care Coordination Agreements and Tribal FQHC Affiliate Agreements and monitor for contract compliance.
• Lead and manage the most complex rule promulgation of new, revised, and/or highly complex Washington Administrative Codes and provider guide projects that impact multiple statewide health care programs, ensuring compliance with the Administrative Procedures Act (RCW34.05).
