About The Position

This position is within the Grounds and Transportation Division, Maintenance & Operations Section of Engineering Service. The incumbent will perform duties as a Motor Vehicle Operator (approximately 75% of efforts) and a Gardener (approximately 25% of efforts). Responsibilities include receiving work assignments, adhering to schedules, reading maps, enforcing passenger safety, using Mobile Data Computers, loading/unloading passengers and supplies, performing operator maintenance, maintaining records, using two-way radios, identifying and selecting materials for repairs, performing landscaping tasks such as grass cutting and soil preparation, operating various vehicles, performing maintenance on pathways and roadways, clearing ice and snow, overseeing and handling government-owned vehicles, scheduling vendor services, conducting safety inspections, performing routine maintenance, managing small ground maintenance equipment, relocating furniture and equipment, transporting mail and supplies, and providing transportation services for consultants. The position is designated for drug testing, and applicants must be U.S. citizens. A probationary or trial period is required.

Requirements

  • Must be a U.S. Citizen.
  • All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA.
  • Selective Service Registration is required for males born after 12/31/1959.

  • Must have or obtain and maintain valid CPR certification.
  • As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period.

  • Ability to perform the duties of a Motor Vehicle Operator (MVO) without more than normal supervision.
  • Skill and knowledge to operate vehicles over a variety of roads, including interstate highways, narrow roads, and on uneven, rough terrain.
  • Skilled in handling the controls for starting, stopping, backing, and driving all vehicles and equipment.
  • Skill in manipulating a variety of controls and understanding equipment gauges.
  • Skilled in evenly applying fertilizer, in preparing soil mixtures, and in planting seeds and shrubs.
  • Skills with communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers.

  • Frequent reaching, bending, turning, lifting, pulling, pushing, kneeling, climbing ladders, and carrying heavy tools, equipment and material over 50 lbs is required.
  • The position also requires periods of extended sitting.

  • The incumbent perfomrs duties as a Motor Vehicle Operator as well as a Gardener. Approximately 75% of the incumbent's efforts will be spent as a Motor Vehicle Operator, and 25% as a Gardener.

Responsibilities

  • Receiving work assignments and direction regarding work methods, procedures and schedules from the Maintenance Supervisor - Grounds & Transportation and/or the Fleet Manager.
  • Arriving at and departing from pickup and discharge points at scheduled times.
  • Reading installation maps and judging road/traffic conditions to determine the shortest and safest route.
  • Enforcing passenger safety and seatbelt use.
  • Using multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily.
  • Loading and unloading passengers and medical supplies.
  • Performing operator maintenance such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation.
  • Maintaining records and document actions, such as operator inspection checklists/forms and accident/incident reports.
  • Using two-way radios (or other device) to maintain communications with dispatcher/supervisor on assignments and locations.
  • Identifying and selecting the proper materials, parts, tools, and equipment needed to complete repairs for vehicles and grounds equipment.
  • Performing grass cutting, soil preparation for planting, site clearing, pruning, and transportation of trees, shrubs, bushes, flowers, and other landscaping materials.
  • Operating various vehicles including station wagons, vans, light and heavy trucks on and off VA property.
  • Performing maintenance and repair work on pathways, roadways, landscaped areas, stairs, and ramps.
  • Clearing ice and snow from roadways, walk areas, stairs, ramps, and vehicles.
  • Overseeing and handling the cleaning and maintenance and coordinating the use of government-owned vehicles for employees.
  • Keeping detailed records of trips, schedules, daily operations, and maintenance reports.
  • Scheduling and managing vendor-provided services including maintenance and repair operations for both vehicles and grounds equipment.
  • Conducting thorough safety inspections of equipment and vehicles prior to operational use.
  • Carrying out routine maintenance operations including cleaning, refueling, and oil level inspections across all equipment and vehicles.
  • Managing and operating small ground maintenance equipment including mowers, string trimmers, brush cutting saws, chain saws, snow removal equipment, and related tools.
  • Relocating furniture and equipment according to specified instructions.
  • Transporting mail, equipment, lab specimens, and supplies to various off-site locations.
  • Providing transportation services for consultants traveling to and from the airport and other pre-arranged locations.
  • Performing other related duties as assigned.
