About The Position

The Department of Public Works is responsible for maintaining Nova Scotia’s infrastructure, including roads, highways, and bridges. The Vehicle Transportation Inspection Division focuses on the inspection and compliance of vehicles using the province's highways, aiming to inspire public confidence through education and enforcement of relevant Acts and Regulations. The Vehicle Transportation Inspector (Mobile) reports to the Manager, Vehicle Transportation Inspection, and is tasked with protecting the province's highway infrastructure and ensuring public safety by enforcing legislation pertinent to commercial traffic. This role involves mobile patrols across Nova Scotia, operating on all classes of highways 24/7. The inspector also provides technical advice to department staff and the public, and contributes to the development and implementation of policies, procedures, and occupational health and safety principles for commercial vehicle inspection, enforcement, and compliance programs.

Requirements

High school completion plus seven (7) years of related experience in commercial transportation, vehicle repair or vehicle inspection; OR an appropriate accreditation such as truck/bus transport repair certificate, automobile service technician certification plus five (5) years of related experience as a licensed tradesperson.
Valid CVSA NASI Level I Inspector certification.
A minimum of two (2) continuous years of experience in a vehicle compliance station, post most recent Inspector’s Certification for CVSA NASI Level I.
Must be appointed as a Special Constable under the Nova Scotia Police Act.
Must have completed a division-approved Emergency Vehicle Operations (EVO) training course.
A valid driver’s license with a clean driving record.
Strong analytical skills to read, interpret and understand various service and repair manuals, Acts, Regulations and technical standards governing the industry.
Strong verbal communication skills to provide roadside education to the industry.

Responsibilities

Ensure compliance with legislation and regulations related to infrastructure protection by developing and implementing an area enforcement operational plan for commercial vehicles and drivers.
Conduct patrols and audits, respond to complaints, identify regulatory violations or non-compliance incidents, and take appropriate action, which may include investigations, evidence gathering, issuing warnings, out-of-service declarations, or Summary Offence Tickets.
Exercise enforcement powers as a Peace Officer, including searching for evidence, compelling document production, issuing subpoenas, completing legal documents, and supporting prosecutions as an expert witness.
Conduct safe stopping and weighing of commercial vehicles roadside or at industry request using portable scales.
Periodically perform speed enforcement focused on Commercial Vehicles using department-issued equipment.
Ensure industry stakeholders comply with safety-related Acts and regulations (Motor Vehicle Act, Public Highways Act, Transportation of Dangerous Goods Act), which may involve assisting with permit applications, conducting vehicle and onsite inspections, investigating non-compliance, and taking appropriate action.
Respond to requests from local police forces under management direction, assisting in investigations by examining documents, inspecting vehicles and cargo, and ensuring compliance with commercial motor vehicle legislation.
Assist local police and the Department of Public Works with traffic control at motor vehicle collisions and restrict highway access due to inclement weather or exceptional moves, as directed by management.
Use measuring tools, platform scales, and general operating supplies.
Ensure safe storage of evidence for court cases to guarantee continuity.
Ensure safe storage, maintenance, and use of department-issued personal protection equipment.
