About The Position

The Monitoring and Evaluation Specialist will initiate, develop, implement, monitor, maintain, and evaluate programs and projects associated with the agency’s administration of elections, voter registration programs, and administration of campaign finance. This role works under the direction of the Executive Director, the Deputy Director of Elections, and the Director of Campaign Finance, as needed, and will assist with carrying out the agency’s campaign finance and elections responsibilities.

Requirements

  • Graduation from a college of recognized standing.
  • Employment in a position involving the administration of elections, or a similar field.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Excellent written and oral communications skills, including public speaking.
  • Initiative and demonstrated organizational skills.
  • Ability to work independently or with staff developing, writing and implementing programs and projects.
  • Strong interpersonal skills, including the ability to work effectively with superiors, agency personnel and the public.
  • Ability to coordinate multiple projects and work assignments, including field assignments.
  • Working knowledge of computer software applications and other office equipment.

Responsibilities

  • Assist with the administration of elections, voter registration programs, and the administration of campaign finance, under the requirements of R.I.G.L Title 17 and Rules and Regulations promulgated by the Board.
  • Assist with the setup, testing, and preparation of voting equipment and supplies; processing and tabulation of mail ballots; training of election officials; and the conduct of election recounts and post-election audits.
  • Provide support to the 39 local Board of Canvassers with the conduct of early voting and emergency in-person mail ballots.
  • Develop and implement training programs for the Board of Canvassers’ staff and poll workers.
  • Conduct research and coordinate assigned election and campaign finance activities and responsibilities.
  • Create relevant reports and summaries for release to the public through both written and electronic means.
  • Collect and compile complex statistical data associated with voter registration, voting, and mail ballot activity and other programs of the organization and respond to federal and state agency information reporting requests and surveys as required.
  • Respond to requests from the federal, state, and local officials and agencies, public and private organizations, and the public.
  • Prepare and write handbooks, manuals, and booklets, and develop any other types of informational and educational materials.
  • Conduct educational and training seminars for the public and candidates and make presentations to the Board.
  • Assist in preparing for virtual and in-person meetings/hearing and appeals before the Board.
  • Work independently or as a member of the election division or campaign finance division as required.
  • Receive and respond to inquiries of a routine nature, including by phone and e-mail.
  • Respond to requests or inquiries from candidates, officeholders, political action committees, political party committees, independent advocates, ballot question advocates, federal, state, and municipal officials and agencies; public and private organizations; and the public.
  • Assist in the research and preparation of Board policies and procedures, proposed legislation, advisory opinions, and rules and regulations.
  • Perform data entry and construct spreadsheets.
  • Prepare correspondence, both written and electronic.
  • Accept and process campaign finance data & reports, both manually and electronically.
  • Scan and file assorted campaign finance reports.
  • Follow-up on incomplete or deficient campaign finance reports and penalties assessed by the Board.
  • Perform related duties as may be assigned by the Deputy Director of Elections or the Director of Campaign Finance.
