About The Position

The Director of Mobility Services provides strategic leadership and operational oversight of the statewide Travel Training Program and Regional Mobility Management initiatives. This role owns program development, fiscal management, community partnerships, and direct supervision of a team dedicated to teaching persons with disabilities to use public transit independently. The director ensures compliance with Section 5310 funding requirements, manages grant administration, champions equity and accessibility in transportation services across Connecticut, and drives revenue growth through diversified funding. This position manages a team of nine staff members with expected growth expansion. The Director owns P&L responsibility for the Mobility Services division, including annual revenue targets, cost management, and profitability. This includes direct accountability for DOT Section 5310 grant administration (capital and operations), local match procurement, and identification of diversified funding opportunities.

Requirements

Bachelor's degree in Transportation, Public Administration, Business Management, Social Work, or related field OR equivalent combination of education and experience
Minimum 5 years professional experience in transportation planning, mobility services, program management, or public transit
Minimum 3 years supervisory experience managing teams and direct reports
Demonstrated experience managing grant funding, federal compliance requirements, and multi-year projects
Strong knowledge of ADA requirements, accessible transportation principles, and paratransit/fixed-route service models
Excellent financial management and budgeting skills with proficiency in data analysis
Strong communication, presentation, and stakeholder engagement abilities
Experience with community outreach and partnership development
Valid driver's license with satisfactory driving record
Ability to travel throughout Connecticut and occasionally out-of-state
Proficiency with Microsoft Office Suite and data management systems
DDS background check clearance (required prior to start)

Nice To Haves

Master's degree in Public Administration, Transportation, Business, or related field
Direct experience with Section 5310 grant programs or other FTA funding mechanisms
Experience developing or managing travel training or mobility training programs
Background working with populations with disabilities or seniors
Familiarity with CT Transit systems, routes, and service areas
Experience with mobility management software or trip planning systems
Training or certification in disability awareness, cultural competency, or person-centered planning
Grant writing and development experience
Project management certification (PMP or equivalent)

Responsibilities

Provide direct training to transit personnel and human services staff in areas such as ADA implementation, sensitivity training, passenger assistance techniques, etc.
Participate in the research and writing of grant proposals for future funding and diversification of the project.
Directly supervise the Administrative Assistant II, Travel Trainer, Travel Trainer II, Senior Transit Assessment & Training Coordinator, and Regional Mobility Manager.
Ensure the smooth operation and ongoing quality and cost-effectiveness of existing travel training programs.
Investigate new populations for travel training to include but not be limited to Welfare to Work recipients; special education high school students; and Medicaid Title 19 recipients.
Develop and implement a replicable model for paratransit eligibility which includes a functional assessment tool.
Design and implement curriculums for “Train the Trainer” for any or all parts of mobility services.
Respond to requests for proposals and design appropriate programs for any or all parts of mobility services.
Develop and revise educational curriculum for various disability groups, transit providers, rehabilitation professionals, and others as related to transportation issues.
Educate individuals served and provide advocacy.
Monitor and document monthly program costs ensuring future funding for the program.
Maintain accurate individual records and files according to Agency and contractors’ standards.
Write required reports and keep accurate program statistics.
Participation in in-service training programs.
Other related duties and responsibilities as assigned.
