About The Position

The Transit Service Manager, Mobility Services, is responsible for directing Mobility Services staff in the delivery of safe, reliable, timely, and customer-focused transit service across BSD’s operating area. This role coordinates with internal departments and external agencies to optimize productivity, minimize service interruptions, and support effective daily operations. Under the direction of leadership, this role responds to operational instructions and information while performing assigned responsibilities.

Requirements

  • Ability to learn operations policies, procedures, BSD regulations, and labor agreement requirements.
  • Considerable knowledge of Mobility Services fare structures and policies.
  • Considerable knowledge of metropolitan St. Louis street geography.
  • Ability to evaluate employee work performance effectively.
  • Comprehensive understanding of Federal Transit Administration (FTA) guidelines for Complementary Paratransit Services.
  • Ability to operate an automobile safely and courteously.
  • Ability to communicate effectively through verbal and written communication.
  • Ability to evaluate problems, formulate corrective responses, and implement action plans to achieve desired results.
  • Strong customer service skills.
  • Ability to work effectively in emergency situations.
  • Proficiency with word processing, spreadsheets, and database management to perform computer-related job functions.
  • Minimum of (6) six years of related professional experience; minimum of (2) two years of leadership experience.

Responsibilities

  • Supports emergency passenger accommodations by operating commercial passenger vehicles to provide public transit services.
  • Manages employee recognition programs for assigned operators.
  • Conducts monthly team meetings with assigned Van Operators and submits required meeting documentation.
  • Conducts semi-annual ride-alongs with assigned operators to enhance safety and security practices and promote a safety culture.
  • Communicates support for organizational goals through actions and verbal and written communication; interacts effectively with individuals and groups at all levels; ensures compliance with applicable policies, rules, regulations, and laws; monitors legal, regulatory, and policy developments; and enforces requirements impartially.
  • Administers fare and employee attendance policies and ensures related issues are processed according to BSD guidelines.
  • Prepares weekly overtime assignments, distributes daily overtime in accordance with operator policies and procedures, and coordinates with dispatch leadership to ensure service tours are covered.
  • Responds to and processes incidents and accidents involving Mobility Services vehicles and conducts site observations according to BSD guidelines.
  • Maintains and reviews van operator station files, reconciles records with electronic data, and ensures files remain current with customer contacts, disciplinary records, incident reports, workers’ compensation injury reports, accident reports, and driver qualification data.
  • Facilitates random drug testing, coordinates staff scheduling, ensures testing follows Department of Transportation (DOT) and BSD guidelines, and processes related documentation.
  • Interviews and selects candidates for Van Operator positions using a structured interview process.
  • Conducts hearings with van operators and employee representatives as needed, issues disciplinary actions and warnings, and counsels employees.
  • Observes dispatch center employees during assigned shifts and identifies performance problems.
  • Supervises Mobility Services Van Operator staff and monitors operator performance through radio communications and transit operations software.
  • Develops and supervises employees, sets goals, provides monthly feedback, documents performance, and conducts annual performance appraisals.
