About The Position
The Office of Emergency Medical Services (OEMS) is a section within the Division of Health Service Regulation, whose mission is to foster coordinated systems of care and ensure public safety through the education and support of EMS personnel & community partners. This mission is achieved through both regulatory oversight and technical assistance to Emergency Medical Services (EMS) systems statewide, ensuring that the systems are following general statutes and the administrative rules of the NC Medical Care Commission. The Mobile Integrated Health (MIH) Manager provides statewide leadership for the development and advancement of MIH in North Carolina. The position establishes statewide strategy, standards, partnerships, and infrastructure while supporting locally responsive rural, urban, hospital-based, public health, behavioral health, and EMS-based programs. The manager serves as the Office of Emergency Medical Services’ primary MIH subject matter expert and advocate, working with state leaders, policymakers, payers, healthcare systems, EMS agencies, and community partners to expand and sustain MIH. The position oversees more than 40 state-supported EMS programs, including grant administration, technical assistance, performance monitoring, site visits, stakeholder meetings, and development of statewide guidance and educational resources. The manager also leads data collection and analysis to evaluate patient outcomes, healthcare utilization, program costs, cost avoidance, and return on investment. Findings are used to guide policy, funding decisions, quality improvement, and statewide expansion. The position supervises two staff members and does not provide direct patient care. Key responsibilities include statewide program strategy, advocacy and stakeholder engagement, data analysis and evaluation, policy and guidance development, sustainable funding, grant and financial oversight, quality improvement, and staff supervision.
Requirements
- Bachelor’s degree from an appropriately accredited institution; and five (5) years of progressively responsible program experience related to the area of assignment OR An equivalent combination of education and experience.
