About The Position

CACI is currently looking for a Senior Android Developer with strong native Kotlin/Java experience and Agile methodology expertise to join our BEAGLE (Border Enforcement Applications for Government Leading-Edge Information Technology) Agile Solution Factory (ASF) Team supporting the Customs and Border Protection (CBP) client located in Northern Virginia! Join this passionate team of industry-leading individuals supporting the best practices in Agile Software Development for the Department of Homeland Security (DHS). CBP agents and officers are on the front lines, every day, protecting our national security by combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity. The ability to be adaptable and to work constructively with a technically diverse and geographically separated team is crucial. You should have worked with or have a strong interest in Agile software development practices and delivering deployable, high-performance mobile software in short sprints.

Requirements

Must be a U.S. Citizen with the ability to pass a CBP background investigation.
3-year check for felony convictions
1-year check for illegal drug use
1-year check for misconduct such as theft or fraud
College degree (B.S.) in Computer Science, Software Engineering, Information Management Systems, or a related discipline.
At least 5 plus (5+) years of related software engineering experience, with a minimum of 4+ years of dedicated, hands-on experience designing and building native Android applications.
Local candidates must be available to work a hybrid schedule in Ashburn, VA.

Nice To Haves

Native Android development using Kotlin and Java within Android Studio .
Working with the Android SDK and modern UI development using Jetpack Compose and/or XML-based layouts.
Integrating mobile clients with RESTful APIs, web services, and backend data stores (JSON/XML).
Mobile streaming technologies (experience working with full-motion video, ExoPlayer, and interactive live data streaming on Android is highly desired).
Object-Oriented Design and Functional Programming concepts.
Managing asynchronous programming, multi-threading, and background processing (Kotlin Coroutines, Flow, or RxJava).
Source code control systems and concurrent development workflows (Git/GitFlow preferred).
Applying estimation techniques to mobile software development efforts during sprint planning.
Excellent written and verbal communication skills, with the ability to articulate technical mobile concepts to non-technical stakeholders.
Understanding of all elements of the mobile software development life cycle, including secure local storage, Jetpack Security, and secure network communication.
Experience with iOS application development (Swift/Xcode) to support cross-functional mobile needs.
Familiarity with cross-platform mobile frameworks (e.g., Ionic, React Native).
Experience with Room , SQLite, or other local mobile databases.
Experience establishing mobile CI/CD pipelines (e.g., Fastlane, Gradle scripting, Jenkins, GitLab CI) and managing Google Play Console / Firebase App Distribution.
Experience with AWS cloud services.
Experience with live interactive chat features in mobile environments.

Responsibilities

Serve as an Agile Scrum team member providing native Android application design, development, and maintenance for the delivery of releasable mobile software in short sprint cycles.
Work in close collaboration with backend software developers/engineers, UX/UI designers, product owners, and end-users.
Designing, developing, and implementing custom, secure native Android mobile applications utilizing Kotlin (and legacy Java) with limited oversight.
Architecting clean, maintainable mobile codebases using modern patterns (e.g., MVVM, MVI, Clean Architecture).
Acting as an active member of a product team, supporting teammates and collaborating with a "do what it takes" attitude to ensure product and team success.
Providing technical leadership and design recommendations for the Android platform, ensuring compliance with Google’s Material Design guidelines.
Actively participating in release and sprint planning, artifact creation, sprint testing, regression testing, demonstrations, retrospectives, and solution releases.
Analyzing complex mobile-related challenges (such as offline synchronization, local data encryption, battery optimization, and memory management) and creating innovative solutions.
Ensuring mobile application quality and timeliness of work, resolving bugs, and providing periodic performance reports.
Providing mentorship and code-review guidance to mid-level and junior members of the mobile team.
