About The Position

The NTT Data is currently seeking a highly experienced Senior Project Manager to lead the large-scale implementation of our next-generation Medicaid Management Information System (MMIS). In this role, you will drive the end-to-end modernization lifecycle, managing cross-functional teams, state stakeholders, and third-party vendors. The ideal candidate possesses a deep understanding of Medicaid enterprise systems, CMS certification processes, and complex health information technology initiatives.

Requirements

  • Minimum of 7–10 years of IT project management experience, with at least 5 years dedicated to large-scale MMIS implementations or Medicaid modernization projects.
  • Bachelor’s degree in Computer Science, Information Technology, Healthcare Administration, Business Administration, or a related field.
  • Active Project Management Professional (PMP) certification is strictly required.
  • Deep understanding of Medicaid modularity, MITA (Medicaid Information Technology Architecture) maturity frameworks, and CMS MECT/MECT toolkits.
  • Exceptional written and verbal communication skills, with proven ability to present complex technical concepts to non-technical state executives.

Nice To Haves

  • Master’s degree in MBA, MHA, or MS in Health Informatics.
  • Experience with Agile, Scrum, or Scaled Agile Framework (SAFe) methodologies in a government environment.
  • Direct experience with cloud-hosted healthcare infrastructure (AWS, Azure, or GCP).
  • Familiarity with state procurement processes, including RFP development and APD (Advance Planning Document) updates.

Responsibilities

  • Drive the execution of the MMIS implementation from initiation through deployment and post-implementation stabilization.
  • Act as the primary liaison between state Medicaid agencies, federal partners (CMS), enterprise vendors, and internal business units.
  • Develop and maintain detailed project plans, tracking milestones, critical paths, and resource allocations.
  • Proactively identify, track, and mitigate project risks and issues to prevent timeline slippage or scope creep.
  • Guide the project team through the CMS Outcomes-Based Certification (OBC) or Streamlined Modular Certification (SMC) processes.
  • Monitor vendor deliverables, ensuring compliance with service level agreements (SLAs), technical specifications, and contractual obligations.
  • Oversee the project budget, tracking expenditures, forecasts, and variance to ensure fiscal responsibility.
