Requirements

  • A minimum of ten (10) years of progressively responsible professional project and/or management experience.
  • At least five (5) years of experience in a local government environment.
  • A minimum of five (5) years of experience leading large-scale, complex enterprise technology implementation or modernization projects ($10MM+ budget).
  • Demonstrated experience serving in a lead project or management role for at least three (3) enterprise system implementation through implementation, deployment/go-live, and/or post-production stabilization.
  • Demonstrated experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
  • Demonstrated experience managing project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
  • Demonstrated experience with major implementation activities including multiple elements such as requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.
  • Demonstrated experience managing projects within a public-sector, government, highly regulated, or similarly complex organizational environment.

  • Relevant Property Assessment/CAMA Experience: Describe any experience implementing or managing Computer Assisted Mass Appraisal (CAMA), property assessment, property tax administration, land records, permitting, or similarly complex government enterprise systems.

Responsibilities

  • Serve as the Proposed Senior Project Manager, meeting all minimum requirements.
  • Lead large-scale, complex enterprise technology implementation or modernization projects with budgets of $10MM+.
  • Manage projects through implementation, deployment/go-live, and post-production stabilization.
  • Coordinate multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
  • Manage project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
  • Oversee major implementation activities including requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.
  • Manage projects within a public-sector, government, highly regulated, or similarly complex organizational environment.
  • Describe comparable enterprise program experience, including organization/client, purpose/scope, budget, duration, role/authority, vendors/stakeholders, key implementation activities, personally managed phases, challenges/risks, actions taken, and outcomes.
  • Monitor vendor performance and project status, identify risks/concerns, and take action to escalate, resolve, or mitigate.
  • Work directly with executive sponsors, steering committees, governing bodies, and senior stakeholders.
  • Translate complex project information into executive-level decisions, recommendations, dashboards, presentations, or briefings.
  • Manage technology modernization initiatives within government or highly regulated organizations, including public procurement, fiscal accountability, transparency, regulatory requirements, and continuity of public services.
  • Describe experience implementing or managing Computer Assisted Mass Appraisal (CAMA), property assessment, property tax administration, land records, permitting, or similarly complex government enterprise systems.
