About The Position

This Program Specialist position is with the Department of Commerce, Division of Professional Licensing. This is a critical, non-supervisory role responsible for the development and implementation of the Military Licensure Pathway program. In this role, you will need to be an individual performer who develops a deep knowledge of licensing requirements and military work experience with the ability to communicate your knowledge to key stakeholders. In this position, you will focus on the development and implementation of a new statutory program created by SB090 in the 2026 Legislative Session, sponsored by Senator Heidi Balderree. This position will be in the office for training (up to 4 weeks), and then may be given opportunities to telework (if eligibility requirements are met).

Requirements

  • Demonstrated proficiency in using standard office software (e.g., Microsoft Office, Google Suite, and Adobe Acrobat).
  • Demonstrated proficiency in verbal and written communication skills, including the ability to prepare professional documents (emails, reports, memos, presentations).
  • Demonstrated proficiency in successfully performing detail-oriented tasks.
  • Demonstrated aptitude for performing complex research.
  • Proven ability to understand complex, multi-layered regulatory code, using reason and logic to make defensible administrative determinations.
  • A highly self-directed individual who takes full ownership of administrative duties and demonstrates unwavering commitment to procedural accuracy and deadlines.
  • A high standard for accuracy in research and analysis.
  • Demonstrated ability to clearly articulate complex regulatory information to both internal staff and external stakeholders.
  • Experienced at managing time to hit deadlines for projects of varying sizes.
  • Must successfully pass a criminal history check.
  • Valid driver's license required to drive a motor vehicle on a highway in this state per UCA53-3-202(1)(a).

Nice To Haves

  • Prior experience understanding military job duties, training, and qualifications. This experience can be from a variety of sources, including your own experience as a service member or experience working with service members or veterans.
  • Prior experience working with Utah laws and administrative rules. Preferably, some of this experience would include direct knowledge of the Utah professional licensing standards (Title 58).
  • Demonstrated proficiency in translating complex laws and administrative rules (e.g., statutes, codes, rules) to public members.
  • Prior experience completing complex research for high priority projects.
  • Prior experience developing and presenting reports to key internal and external stakeholders.

Responsibilities

  • Developing and implementing a statutory program to facilitate licensing of former service members.
  • Researching military job duties, training, and qualifications.
  • Understanding licensing laws and rules.
  • Reviewing research and determinations made by other states.
  • Analyzing similarities between military experience and professional scopes of practice.
  • Managing and leading workgroups of Subject Matter Experts.
  • Collaborating with the Department of Veterans and Military Affairs
  • Spearheading public education and outreach for the Military Licensure Pathway program to the public and stakeholders (creating and giving presentations, creating pamphlets, meeting with stakeholders, and attending outreach events).
  • Supporting the implementation of the Military Licensure Pathway program on licensing teams.
  • Providing guidance to potential applicants with military experience.
  • Reporting on research findings and program results to both agency leadership and the state legislature.
