About The Position

Tesla Laboratories is a Service-Disabled Veteran Owned Small Business (SDVOSB) providing Cyber Security, Intelligence Analysis, Financial Management, Facilities Engineering Services, and Program Management support to the Intelligence Community (IC), the Department of Defense (DoD), and other federal government customers. The contractor shall provide guidance for the PM office and PEO staff on overarching issues which impact the systems and components managed by JPO JLTV, provide strategic program management support, assist in expediting the milestone documentation approval process, and be an administrative liaison between Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), OSD, the user, and the material developer. The contractor shall provide guidance and make recommendations to JPO JLTV on program execution and milestone decisions, to include, review, and staffing of statutory and regulatory documents in accordance with USC Title 10 and the DoD 5000 series and the preparation of milestone decision schedules. The contractor shall research and provide analysis to JPO JLTV in preparation of, updates to, and coordination of classified and Controlled Unclassified Information (CUI) briefings at the Headquarters, Department of the Army (HQDA) level to include, the continuous review of advanced technologies for integration in PM JLTV utilization; coordination with other U.S. agencies for technology opportunities; and timely updates to the product teams on future technologies.

Requirements

  • DOD SECRET CLEARANCE IS REQUIRED FOR THIS POSITION
  • Back to Basics Professional certification in Program Management, formerly known as DAU Level 3 Certified in Program Management or DAU Level 3 Certified in any other acquisition career field.
  • Experience in writing, managing and staffing five or more ACAT ID milestone documents through the approval process to ensure DoD 5000 series and USC Title 10 compliance.
  • Experience developing training documents and training students on the staffing and approval process of Milestone Documents.
  • Experience preparing a Defense Acquisition Board (DAB) briefing package or an Oversight Integrated Product Team (OIPT) briefing package.
  • Experience in developing Business Case Analysis and multi-year proposal documentation for more than one program.
  • Experience with uploading and managing program documents in DoD/Army Acquisition Information Repository.
  • Experience with managing staffing of Milestone and Material Release documents from author submission through complete signature approval in GEARS or LCMP.

Responsibilities

  • Manage timelines associated with milestone document reviews and approvals.
  • Schedule internal document reviews and staffing plans with document owners.
  • Provide updates to JPO JLTV leadership on issues impacting document creation, document maintenance, and document approval.
  • Maintain repository of the latest milestone documents in a centralized location.
  • Maintain milestone document approval status report and tracking.
  • Collaborate with JPO JLTV stakeholders to identify all programmatic issues.
  • Capture, track, and maintain the issues in a data repository on JPO JLTV’s SharePoint site.
  • Support the development of JPO JLTV briefing packages.
  • Train JPO JLTV employees on the milestone document staffing process and ensure milestone document authors have the appropriate signature authorities on documentation.
  • Develop and manage the execution of a Stakeholder Management Plan capturing all internal and external JPO JLTV stakeholders.
  • Within the Stakeholder Management Plan, identify each stakeholder’s position, background, interests, expectations, requirements, influences, engagement, and commitment.
  • Identify within the Stakeholder Management Plan the JPO JLTV management strategy and actions for interfacing with each stakeholder in order to gain the desired advocacy.
  • Include power grids and involvement matrices within the Stakeholder Management Plan.
