About The Position

The TRF-Bangor Military Construction (MILCON) On-site representative position supports the COLUMBIA Class New Construction Program Office (PMS 397) within Team Submarine and Direct Reporting Portfolio Manager Submarines. PMS 397 is responsible for the construction of the new COLUMBIA Class submarines, financial and budget management, shipyard support of submarines, vendor support of submarines, logistical support, quality assurance (SUBSAFE), and post-delivery submarine certifications and test programs.

Requirements

  • Bachelor’s degree in any discipline or equivalent military experience with at least 10 years of related experience.
  • An advanced MS Office skillset with Microsoft Products to include Outlook, PowerPoint, Word, Teams, Excel, Power BI, etc.
  • Ability to multi-task in a fast-paced environment accepting emergent tasking with little to no supervision and/or direction.
  • Efficient time management skills.
  • Ability to coordinate multiple stakeholders, tight deadlines, and reporting on major MILCON projects.
  • Naturally inquisitive with the ability to undertake and deliver projects with minimal supervision.
  • Outstanding written and oral communication skills to communicate effectively and build strong working relationships with a vast team of diverse professionals.
  • Attention to detail and the ability to meet tight deadlines, as well as work independently and with sufficient knowledge to present projects to senior management.
  • Ability to obtain and/or maintain a SECRET DoD Security Clearance and required access to all worksite locations.
  • Legally authorized to work in the United States at the time of hire and throughout employment.

Nice To Haves

  • Prior Submarine Service
  • DOD MILCON, NAVFAC, and/or project/facilities management experience
  • Bachelor’s degree in engineering (civil, mechanical, electrical), construction management, or a related technical field
  • PMP/CAPM

Responsibilities

  • Communicate with PMS397 MILCON PM as required to seek further approval or clarification.
  • Perform Quality Assurance and Quality Control functions as applicable, including but not limited to reviewing plans, specifications, work packages or other technical documentation for accuracy and compliance to established procedure or requirements.
  • Represent PMS397 at various meetings with NAVFAC, EB, TRF and the General Contractor.
  • Review each site daily and provide progress and status updates to PMS397 MILCON Lead.
  • Evaluate the team’s performance and provide recommendations for ways to improve as required.
  • Communicate basic recommendations and/or engineering solutions to ensure client understanding and agreement for risk improvement.
  • Fulfill tasks set out by a government mentor in support of the assigned branch’s technical function.
  • Organize and attend meetings.
  • Travel for design reviews with supporting organizations.
