About The Position

The E25 Work Control Manager administers the Platform Work Control program across all NNS contracts, including offsite availabilities. The work control team is critical to personnel safety, as they review work scope against system diagrams and related technical guidance, and then issue energy isolations in the form of tag outs. Once proper conditions are established, the team releases work for execution and tracks it through completion. Work control documents are vital to system certifications, as they ensure that all disturbed systems or components are restored and retested properly.

Requirements

  • Bachelor's Degree and 8 years of progressive technical experience in research, engineering and design; Master's Degree and 6 years of relevant experience; PhD and 4 years of relevant experience.
  • Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
  • US Citizenship Required for this Position: Yes
  • Clearance Required: Yes- Final Clearance Required to Start

Nice To Haves

  • Experience with NNS or Navy Work Control Policy (WAF/TUM/OSHA)
  • Secret Clearance (or ability to quickly upgrade Confidential)

Responsibilities

  • Own NNS Work Control policies & procedures including: Q-1098 Work Control Process for Aircraft Carriers (series), Q-1099 Work Control Process for Submarines (series), Q-1093 Tag-Out of Systems/Components (series), Joint Fleet Maintenance Manual (Work Authorization Form), Tag-out Users Manual, Submarine Safety (SUBSAFE), Deep Submergence System – Scope of Certification (DSS-SOC), and Fly-By-Wire Ship Control System (FBW SCS) Programs. Ensure consistency is maintained between NNS procedures across all contracts and in compliance with base procedures.
  • Ensure sufficient manning for NNS on-site work and off-site work, training and qualification on all work control and tag-out processes for work control personnel and trades personnel. Training includes Work Control, Tag-out of systems/components, and Ship System Status Reports (SSSR).
  • As the NNS-LMA, ensure contractors that are performing work at Newport News and Off-site are trained on processing NNS Work Authorization documents.
  • Maintain short term and long term Labor Resource Plans based on approved budgets and internal performance projections. Work with the associated Program Office to adjudicate variances. Submit Basis of Estimates for upcoming availabilities (RCOH/PSA) that support budget development based on Availability Work Packages/Scopes.
