Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations. Responsibilities: The mission of the NCDHR: National Center for Deaf Health Research (NCDHR) is to promote health and prevent disease with Deaf sign language users and people with hearing loss through community-based participatory research. NCDHR is a division of the URMC Clinical and Translational Science Institute (CTSI). Past and ongoing projects include the development and deployment of sign language based health risk behavior surveys for use with deaf populations, surveys of attitudes regarding healthcare providers and systems, the development and testing of health promotion interventions in deaf populations, and the design and implementation of clinical trials. This role is a leadership position with research responsibilities. In collaboration with the NCDHR, Director, and with minimal direction and substantial latitude for independent judgment, this role supervises and manages all NCDHR projects. This role will have wide latitude for independent judgment, and will be expected to function independently on a day-to-day basis to support, facilitate, manage and advance all research-related activities for NCDHR. This role is also expected to work in a collegial manner with NCDHR faculty, staff, and community members.

Requirements

  • Bachelor’s degree required
  • 3 years of relevant experience or equivalent combination of education and experience required
  • At least have some facility with American Sign Language (ASL) and be willing to continuously improve ASL skills required.
  • Experience and familiarity with deaf culture, and health, healthcare, and healthcare delivery settings for deaf populations.
  • Experience identifying research priorities, designing research projects, and obtaining research funding.
  • Experience with research project management, including research budgets, grant management, and managing research teams.
  • Ability to prioritize work, facilitate decision making, and manage several projects simultaneously within deadlines.
  • Ability to develop operational policies and procedures and monitor compliance with external governmental and regulatory standards.
  • Strong interpersonal skills and the ability to deal effectively with people from the community and at all levels of the organization.
  • Excellent communication skills and the ability to prepare accurate, concise, and clear written reports, especially manuscripts and scientific presentations.
  • Strong focus on flexibility, ability to multi-task, attention to detail, excellent organizational skills, good follow-up and judgment.
  • Solid analytical, technical, and problem-solving skillsmust have experience with Excel, Access, or other database management.

Responsibilities

  • Administration Lead the day-to-day operation of the NCDHR, including the oversight of NCDHR staff and trainees working with NCDHR. This requires familiarity with the diverse activities of NCDHR staff, including: research activities at UR and in community settings, implementation research instrument and resource development, cross-cultural education with medical students and other UR-based learners, and community partners. Directly supervise NCDHR staff. Manage hiring processes for NCDHR including develop job descriptions and plan/anticipate NCDHR staffing needs across all NCDHR activities. Manage payroll and timekeeping/reporting for employees. Perform annual performance appraisals in communication with the Program Director. Promote continuous learning and performance improvement among staff. Manage NCDHR space utilization, including in the NCDHR suite and elsewhere in the Saunders Research Building, to support the successful completion of NCDHR research and training activities. Create and maintain for NCDHR a cross-cultural work environment that is communication accessible, safe, and promotes productivity and staff well-being. Is a valued member of the NCDHR decision-making bodies, the NCDHR Executive Committee and NCDHR Directorate. Prepare budgets and manage spending for NCDHR funded activities (currently more than $1 million annually). Prepare new grant proposals and required reports to various funders (federal, state, and institutional) in accordance with their specific guidance and timelines. Coordinate NCDHR evaluation activities required for funders, project timelines, and NCDHR internal quality improvement activities. Represent NCDHR and the NCDHR Director on local and national bodies (such as the CDC PRC Operations Committee).
  • Research Manage discussions with NCDHR team and collaborators to identify the strategic research direction for NCDHR. Identify funding opportunities, design and describe research strategies in collaboration with co-investigators and subject matter experts, and submit grant applications. Supervise the development, implementation, and evaluation of the NCDHR overall research program through close collaboration with the NCDHR Program Director, faculty from multiple UR departments, and research staff. Co-leads the NCDHR Research Committee, and coordinates the planning and implementation of all research activities through regular Executive, Research and other committee meetings. Manage program scope, schedule, and resources, in close collaboration with investigators. Coordinate the assignment of project tasks to NCDHR staff and timeas-reported employees based on project needs, assemble project teams, plan for/anticipate project changes, and balance workloads/responsibilities of staff. Develop protocols to specify exact procedures for research projects. Supervise preparation of Research Subjects Review Board (RSRB) applications and communication with RSRB staff as needed. Establish and maintain Data Safety & Monitoring Board for core research project, when needed. Ensure compliance in the conducting and reporting of NCDHR clinical trials. Oversee analytical and data management activities for past and current NCDHR databases. Prepare and supervise the execution of data management plans. Manage data use agreements and their associated procedures with internal and external investigators. Perform analyses and compile findings for presentation at scientific meetings and publication in academic journals. Serve as author or co-author for manuscripts, posters, and presentations, commensurate with individual contributions. Coordinate and prepare reports, presentations, and manuscripts to disseminate results of research projects.
  • Coordination & Collaboration Establish collaboration relationships with internal and external coinvestigators to strengthen the NCDHR research program, design research projects, and pursue funding opportunities. Coordinate NCDHR staffing and resources to successfully execute externally and internally funded projects, paying close attention to funder timelines and staff workloads. This coordination covers NCDHR core funded projects as well as projects with NCDHR-affiliated faculty, co-investigators, post-doctoral fellows, and other graduate students. Manages partner relationships through development and management of subcontractor budgets, scopes of work, and agreements in coordination with ORPA and UR legal. Act as the primary point person for faculty from multiple UR departments and outside faculty working with NCDHR, including subcontractors and consultants. Work closely with community partners and other stakeholders required to conduct NCDHR community engaged research and programs. Oversee various NCDHR administrative committees and research work groups. Interfaces with UR-based and external collaborators (such as URMC CTSI, URMC Clinical Research Center, other Prevention Research Centers, RIT/NTID, implementation/research partner sites).
  • Training Oversee research-related education of research staff and trainees (medical students, residents, interns, graduate students and postdocs, fellows, faculty, and visiting faculty and students). Monitor and ensure staff compliance with human subject protection and patient privacy regulations. Mentor research staff and trainees to develop project management skills and develop an understanding of institutional organization, rules, regulations and policies.
