About The Position

This position is contingent upon contract award. The Marine Expeditionary Force (MESF) Exercise Planning Support Subject Matter Expert (SME) supports Maritime Expeditionary Security Group ONE (MESG ONE) Force Generation Professional Support Services at Navy Outlying Field Imperial Beach, California. MESG ONE develops and generates trained Maritime Expeditionary Security Force units for operational employment throughout the Navy's numbered fleets. The MESF Exercise Planning Support SME provides planning, analytical, and execution support for Basic and Advanced Phase integrated training events involving MESF and other Navy Expeditionary Combat Forces. The SME supports exercise design, scenario development, evaluation, and after-action processes to strengthen operational readiness and ensure training events align with joint and combined exercise objectives.

Requirements

  • Minimum 8 years of operational, training, and readiness experience involving warfare qualification
  • Minimum 5 years of planning and/or exercise planning experience
  • Minimum 3 years of Navy Expeditionary Combat Command (NECC) experience as a uniformed service member or Government contractor, obtained within the last 5 years
  • Minimum 5 years of Navy expeditionary-relevant operational, training, and readiness experience
  • Prior service as a Senior Enlisted leader or Department Head
  • Experience developing and delivering oral briefings and written communications for leadership and other organizations within the relevant community of interest
  • Proficiency with Microsoft Office Suite
  • Must possess and maintain a SECRET clearance
  • Ability to obtain and maintain a TS/SCI clearance within three months of contract award

  • Graduate of the Maritime Staff Operator Course or equivalent
  • Project Management Professional – Risk Management Professional (PMP-RMP) certification

Responsibilities

  • Plan, develop, and refine Basic and Advanced Phase integrated training events in coordination with other Navy Expeditionary Combat Forces (NECF) units
  • Ensure training events align with applicable joint and combined exercise objectives
  • Support exercise design and control, scenario development and control, participant evaluation, and after-action reviews
  • Support integration of MESF units into the Joint Event Life Cycle (JELC) process, including resource allocation, scheduling, and sequencing of training events
  • Incorporate the Intelligence Cycle and Independent Verification and Validation (IV&V) processes throughout Master Scenario Events List (MSEL) development and execution during Basic and Advanced Phase certification events
  • Prepare and deliver oral briefings and written products for MESF leadership and other organizations within the community of interest
