Requirements

  • Minimum years of MEP commissioning experience (design review, pre-functional and functional test procedures, construction phase oversight)
  • Strong knowledge of energy codes, LEED standards, industry standards and protocols for commissioning
  • Proficiency in Microsoft Word, PowerPoint, Excel, and Outlook
  • Proficiency in Bluebeam Revu
  • Proficiency in AutoCAD
  • Proficiency in Adobe InDesign

  • NYS licensed P.E. or R.A. preferred

Responsibilities

  • Supports the Supervisor in managing and overseeing the commissioning process of Mechanical, Electrical, and Plumbing (MEP) systems for various Capital Improvement Projects (CIP) and Capacity projects.
  • Ensures commissioning compliance with client standards and applicable regulatory requirements including the New York City Energy Conservation Code (NYCECC), ASHRAE 90.1, and client Green Schools Guide (LEEDv5 equivalent).
  • Manages the commissioning process for projects requiring MEP systems commissioning across design, construction, start-up, and post-occupancy phases.
  • Assigns work to client commissioning consultants and reviews proposals for MEP commissioning services during both design and construction phases to ensure scope alignment, technical adequacy, and compliance with client standards, while also overseeing consultant payment request processing.
  • Assists the supervisor in managing client consultants engaged in MEP commissioning design reviews, construction phase oversight, and project closeout activities.
  • Reviews and updates construction checklists (pre-functional checks) for all equipment and systems to be commissioned, ensuring alignment with Contract specifications, client design standards, applicable codes and regulatory requirements and Project-specific performance criteria. Alternatively, reviews this documentation when prepared by third-party consultants.
  • Reviews and updates functional performance test procedures for all commissioned systems to ensure verification of proper installation, system integration, sequence of operations, and performance under all modes of operation. Alternatively, reviews these procedures when developed by third-party consultants.
  • Supports project commissioning closeout activities by coordinating with commissioning consultants, client departments, consultants, and contractors, including organizing and leading recurring borough meetings and project-specific meetings.
  • Handles multiple projects at the same time.
  • Reviews scope documents and design submissions for Capital Improvement Projects (CIP) and Capacity projects at key design milestones using the Bluebeam platform and established client review protocols.
  • Evaluates drawings, specifications, and supporting documentation to ensure compliance with client Design Standards, Project-specific scope requirements, applicable codes and regulatory requirements as well as verifying and or enhancing the overall quality of the design.
  • Identifies commissioning-related issues, design gaps, constructability concerns, and potential code compliance issues early in the design process and documents findings with clear, written review comments.
  • Participates in project progress meetings and design review/QC meetings, as required, to facilitate discussion and resolution of identified issues.
  • Assists the Technical Standards and Green Schools divisions in reviewing Local Laws, energy codes, and regulatory updates to assess impacts on existing client standards and commissioning requirements.
  • Assists in the development, revision, and implementation of new or updated client design standards, commissioning guidelines, and technical requirements.
  • Contributes technical recommendations to enhance energy efficiency, system reliability, maintainability, and long-term operational performance across school facilities.
