About The Position

Solano County is hiring a Mental Health Clinician (Licensed) for its Behavioral Health Services and Public Defender's Office. This role is crucial in leading teams dedicated to mental health wellness and recovery, with a strong commitment to equity, diversity, and inclusion. The services aim to empower community members towards wellness and recovery, with a focus on improving access to quality care for underserved and under-represented populations. The Public Defender's Office provides legal defense and works to promote fairness and equity in the criminal justice system. This specific position, funded for two years, is within the Public Defender/Alternate Public Defender Office and functions as a Mitigation Specialist. The goal is to alleviate long-term consequences of untreated mental health and substance abuse, reduce recidivism, and improve community safety. The Clinician will conduct mental health assessments, provide trauma-informed support, identify underlying issues, meet with adult clients, conduct psychosocial assessments, author reports, and connect clients with community-based programs. Therapeutic interventions may be provided to assist clients in connecting with services. Referrals are made when treatment plans are expected to mitigate case outcomes, such as eligibility for diversion or treatment court, or to mitigate sentences with treatment instead of incarceration. The Mental Health Clinician (Licensed) provides mental health treatment services for mental, emotional, behavioral, and chemically dependent disorders in in-patient, out-patient and/or field based settings. Services include assessment, diagnosis, crisis intervention, individual and group counseling, non-medical psychotherapy, and initiation of involuntary holds. The role involves providing and overseeing both treatment and continuing care, preparing reports, and maintaining patient/client records. Some positions may offer substance abuse treatment services. Non-direct service assignments may involve quality and performance improvement of the system of care, evaluation of program delivery and outcomes, technical assistance on best practices, facilitating compliance audits, updating policies, and developing processes to track outcomes. The ideal candidate will have clinical experience, interests in change management, data collection/analysis, training facilitation, and policy/report writing, and be comfortable in a supportive/consultant role.

Requirements

  • Current licensure by the State of California Board of Behavioral Science Examiners as either a Marriage and Family Therapist (MFT) or Licensed Clinical Social Worker (LCSW) or Licensed Professional Clinical Counselor (LPCC) or any other equivalent License approved by the California Board of Behavioral Sciences.
  • Two years of post Master’s degree supervised experience in a mental health related setting providing direct services to mentally or emotionally disabled persons, including dual diagnosis and addiction issues for those assigned to the substance abuse settings.
  • Possession of, or ability to obtain, a valid California Class C Driver’s License may be required at the time of appointment.
  • Must be comfortable working in a supportive/consultant role with colleagues, teams, CBOs and the community to improve partnerships and support systems change.
  • Incumbents provide non-medical psychotherapy to clients in accordance with State law and regulation as individual licensing permits.
  • Independent travel may be required to various work sites and client residences.
  • Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting.

Responsibilities

  • Participate in variable activities based on state mandates and program needs that may include evaluation of program delivery and outcomes, offers technical assistance to teams and staff on best practices, facilitating compliance audits or fidelity measurements, updating policy and procedures, evaluating data and developing processes to track positive outcomes and state-required metrics.
