Frontier Behavioral Health (FBH) is a non-profit organization with over 100 years of experience serving the Spokane community. They offer evidence-based treatment for adults, youth, and seniors facing behavioral health challenges, operating as a Trauma-Informed Care Organization that believes in client recovery and meaningful lives. The multi-disciplinary Homeless Outreach Stabilization Team (HOST) works in the community to provide substance abuse treatment, medical services, rehabilitative support, case management, and peer support. This program specifically targets homeless individuals with behavioral health challenges who have continuous service needs and functional impairments and have not benefited from traditional outpatient programs. The Mental Health Clinician II will collaborate with a multi-disciplinary team to serve homeless adults with severe and persistent mental illness and substance use disorders, providing targeted services to highly vulnerable individuals lacking service connections or support and unable to engage in traditional models. The role involves collaboration with the medical team, providing psychoeducation, and conducting clinical case reviews. Services are delivered in various community settings such as emergency and transitional homeless shelters, encampments, transportation hubs, and other public gathering places. The position requires knowledge of service delivery models for adults with serious and persistent mental illness, effective communication with diverse populations, performing mental health assessments and developing treatment plans, facilitating groups, providing training on substance abuse, advocating for client access to resources, and participating in team meetings and trainings. FBH charting, correspondence, and paperwork must be completed in a timely manner, adhering to clinical accountability policies and maintaining complete clinical records. Travel to community locations using FBH vehicles or personal vehicles is required.

Requirements

Master’s degree in psychology, counseling, social work or related field from accredited college or university.
At the time of hire, must meet the requirements of a Mental Health Professional as defined by WAC 246-341-0200 by having applied for one of the following DOH credentials: Licensed Agency Affiliated Counselor (LAAC) OR License Mental Health Counselor Associate (LMHCA) OR Licensed Independent Clinical Social Worker Associate (LICSWA) OR Licensed Marriage and Family Therapist Associate (LMFTA)
Credential must be active with DOH within 6 months of hire date unless currently meeting preferred licensure credential requirement below.
Must have an unrestricted and valid driver’s license, be able to pass a motor vehicle screening and driving test, have active car insurance, and be willing to use their personal vehicle in the course of work.

Active DOH licensure (LMHC, LICSW, or LMFT) in the State of Washington - Licensed employees have the title Mental Health Clinician III and thus, are at a higher pay scale as outlined below.
2 years’ experience providing clinical behavioral services.

Responsibilities

Provide services which includes substance abuse treatment, medical services, rehabilitative support, case management and peer support services.
Serve homeless individuals with behavioral health challenges who have demonstrated a combination of continuous service needs and functional impairments who have not shown to benefit from traditional outpatient programs currently available.
Work collaboratively with a multi-disciplinary team serving homeless adults experiencing severe and persistent mental illness and substance use disorders.
Provide targeted services to individuals that are highly vulnerable, lack of service connections or other support, and unable to engage in traditional service models.
Collaborate with medical team, provide relevant psychoeducation to the larger team, and conduct clinical case review and staffing with other team members.
Perform mental health assessments and intake evaluations on selected clients; with the client’s participation, develop support and treatment plans.
Plan, organize and facilitate treatment and support groups for clients, as appropriate.
Provide staff/client training on substance abuse issues as appropriate.
Participate as a member of a multi-disciplinary team providing ongoing advocacy and integration of services to homeless individuals.
Advocate for client access to community resources and services, ensuring that client needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care.
Participate in psychiatric consultation, supervision, program meetings and in‑service trainings; participate in clinical reviews and case conferences for clients on caseload.
Perform FBH charting requirements, correspondence, Workday and other paperwork in a timely manner.
Comply with the agency’s clinical accountability policies and procedures; maintain current and complete clinical records; participate in quality assurance reviews when assigned.
