The Oregon Department of Environmental Quality has a full-time opportunity available for a Medium and Heavy Duty Grants and Fleet Support Analyst (Program Analyst 2) in Portland, Oregon. This position is limited duration for 2 years, with the potential of being extended or made permanent pending Budget and Legislature approval. The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources. The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians. This position is part of the Transportation Strategies Section within the Air Quality Division at Headquarters. The Transportation Strategies Section develops policies, programs, rules, guidance, and legislative concepts to achieve Oregon’s ambitions to be a leader among states in mitigating air and climate pollution to improve the health and vitality for Oregon. A key function of this section is the development of transportation related reduction strategies needed to protect public health and reduce greenhouse gas emissions to meet its statewide goals. These strategies address a broad array of transportation related emissions sources that contribute significantly to air quality degradation, climate change impacts, and public health risk. This position was established to help oversee and administer emission reduction grants provided through the Oregon Volkswagen (VW) Environmental Mitigation Fund and EPA’s Climate Equity Resilience Through Action (CERTA) grant. Oregon’s allocation to the VW fund is approximately $72.9 million to be spent over 10 years. The allocation for the CERTA Clean Trucks measure is $6 million over the next 4 years. The overall goal of these funds is to reduce nitrogen oxide (Nox) emissions, greenhouse gas emissions, and other associated air pollution from mobile sources, specifically medium and heavy duty diesel engines.
