About The Position

This position serves as the Supervisor for the Medication Assisted Treatment (MAT) Program for CIHA Behavioral Health. The MAT Program utilizes medications in conjunction with counseling and behavioral therapies to treat substance use disorders and prevent opioid overdose. The Supervisor will provide clinical support, administrative oversight, and clinical supervision to the MAT Program staff. This role involves overseeing documentation and professional conduct of Opioid Treatment Program staff, reviewing and assessing client treatment plans (including short- and long-term goals), and evaluating the necessary level of patient care through clinical record review. While primarily serving adults, the position may also work with families and children. The role is structured as 70% clinical and 30% administrative, subject to change based on program needs. Services include strength-based comprehensive clinical assessments, implementation of evidence-based treatments for psychiatric and substance use disorders, case management, and collaboration within an integrated multidisciplinary environment. The employee will provide individual, family, and group therapy using culturally appropriate and evidence-based modalities, as well as emergency, crisis intervention, consultation, and education services.

Requirements

  • Master’s degree in social work, or counseling required; or doctoral degree in psychology. Degree must be obtained from an accredited university that is accepted by appropriate licensing agencies in NC.
  • Must be fully licensed in NC in a specific discipline, including Licensed Clinical Social Worker (LCSW), Licensed Clinical Mental Health Counselor (LCMHC), or Licensed Psychologist (PhD).
  • For LCSW: Must have at least 2 years of full-time clinical social work experience after obtaining LCSW license (to allow for supervision of employees with LCSW-A).
  • For LCMHC: Must hold LCMHCS; or LCMHC with at least three years of professional counseling experience after obtaining LCMHC and formal clinical supervision training (to allow for supervision of employees with LCMHC-A).
  • Must be fully licensed as a Licensed Clinical Addictions Specialist (LCAS).
  • In addition to LCAS, must hold CSI or CCS credential by the North Carolina Addictions Specialist Professional Practice Board (NCASPPB); or must be willing to pursue CSI certification within first 6 months of employment (to allow for supervision of employees with LCAS-A, CADC, and CADC-I).
  • Must show competence in Behavioral Health and Substance Use Disorders by licensure, training, or experience.
  • Leadership or supervisory experience demonstrated.
  • Must be approved for and maintain medical credentialing, upon hire.
  • Must possess valid driver's license.
  • Considerable knowledge of evidence-based practices used for children, families, and adults.
  • Considerable knowledge of individual, group and couples’ modalities with expertise in crisis intervention with individuals and families experiencing acute episodes of distress.
  • Ability to ascertain the potential lethality of a situation and respond and refer accordingly.
  • Ability to learn computerized treatment systems such as Electronic Health Record, and ability to maintain records and files manually and on the computer.
  • Considerable originality and initiative are required in the daily performance of tasks.
  • Considerable knowledge of principles, techniques, and practices, and their application to complex casework, group work, and community problems.
  • Considerable knowledge of a wide range of medical, behavioral, and psychosocial problems and their treatment.

  • Considerable knowledge of medical terminology, disease processes, and their treatment as they relate to decisions regarding clinical interventions and appropriate therapy based on medical or psychological diagnosis.
  • Considerable knowledge of substance abuse to include diagnostic criteria for abuse, dependence, intoxication and withdrawal of all drug classifications, methods of evaluation and assessment, impact of mental illness on patient’s ability to negotiate treatment recommendations, current treatment approaches, modalities of care, and substance abuse and other programs or services available to patients.
  • Considerable skill in establishing rapport with a patient and in applying techniques of assessing psychological, behavioral, and psychosocial aspects of a patient’s problems.
  • Ability to establish and maintain effective working relationships with members of the caseload and their families, other professional disciplines, and a variety of governmental and private resources and organizations in the community.
  • Ability to express ideas clearly and concisely and to plan and execute work effectively.
  • Must have visual acuity, manual dexterity, and the ability to speak and hear.
  • Must be able to lift 30 lbs.

Responsibilities

  • Provide clinical and administrative supervision to Medication Assisted Treatment Program staff.
  • Take direction from the Medication Assisted Treatment Manager and the Director of Adult Outpatient Services.
  • Understand and promote the harm reduction philosophy of treatment in leadership.
  • Ensure CIHA meets all applicable standards and requirements.
  • Ensure CIHA Opioid Treatment Program meets or exceeds productivity and revenue targets.
  • Ensure knowledge of all applicable CIHA/Analenisgi Policy and Procedures.
  • Provide clinical oversight for all patients served with BH and substance use needs who are enrolled in the Medication Assisted Treatment Program.
  • Provide clinical supervision to staff as needed.
  • Facilitate weekly multidisciplinary and cross-agency staff meetings, which may involve CIHA behavioral health and interdepartmental staff and stakeholders.
  • Ensure the Medication Assisted Treatment Program is taking measures to improve practice by completing performance improvement projects in areas needing improvement.
  • Inform leadership of the needs of the Opioid Treatment Program as they arise and make recommendations to resolve.
  • Participate in leadership/supervisory training and activities to enhance competencies.
  • Participate in completing annual performance appraisals of direct reports with the Adult Service Manager.
  • Ensure quality evidence-based treatment interventions are utilized with clients.
  • Collaborate with all BH teams, including BH child/adult services, psychiatry, nursing, behavioral health clinical director/assistant director, peer support, and targeted case management.
  • Ensure collateral (family/supports) involvement in treatment/safety planning for the patient when appropriate.
  • Ensure timely, accurate, and complete communication to residential treatment staff and interdepartmental teams on transfer of patients to Kanvwotiyi.
  • Ensure clinical data is collected and reported as required according to the department’s specific needs and CIHA policy.
  • Monitor and maintain utilization management of any services, as determined.
  • Ensure documentation of all treatment and clinically significant events in the Electronic Health Record as prescribed by CIHA policies and procedures and quality assurance standards.
  • Communicate regularly with the Behavioral Health Director, Behavioral Health Assistant Director, Adult Services Manager, Child Services Manager, CIHA Executive staff, and other hospital departments as needed.
  • Provide staff training as directed, according to expertise and scope of practice.
  • Participate in the provision of periodic in-service training for non-health care practitioner members of the clinical and administrative staff.
  • Participate in completing performance appraisals of direct reports with the applicable manager/supervisor.
  • Participate in division/program meetings to review and identify opportunities to improve the program and treatment provided, and recommends corrective action when problems are identified.
  • Assist in attaining and maintaining accreditation by the Joint Commission of Health Care Organizations.
  • Ensure implementation of provisions contained in all applicable privacy/confidentiality policies, procedures, and practices for maintenance and release of patient records and clinical information.
  • Assist with the recruitment and hiring process for employees.
  • Develop and maintain collaborative relationships with community stakeholders.
  • Assist in other areas of the BH department when needed.
  • This position requires direct service duties with time allocations given to complete supervisory duties.
  • Participate in a rotation for on-call crisis services as part of the BH Team.
  • Other clinical and administrative duties as assigned.
  • Provides services to EBCI and other eligible persons on a primarily outpatient basis with some inpatient consultation.
  • Responsible for completion of intake forms, identification of community resources, patient comprehensive clinical assessments, treatment plans, provision and coordination of supportive services, and patient advocacy.
  • Provides therapy services to patients in exceptionally difficult cases where such is appropriate, as determined by treatment needs.
  • Assess and treat clients in individual, group, couples, and family modalities, exercising professional, clinical judgment and using a wide range of therapeutic skills to assist patients and their families in dealing with chronic and acute MH/SUD diagnoses and trauma.
  • Cooperate and collaborate with the medical staff and other health professionals/agencies in developing a viable therapeutic team network to facilitate and establish patterns of cooperative efforts and to facilitate patient care, discharge, and follow-up.
  • Provide counseling to patients and family in matters directly related to patients' limitations, finances, adjustments to medical conditions, and ongoing treatment.
  • Implements and follows the provisions contained in all applicable privacy/confidentiality policies, procedures, and practices for maintenance and release of patient records and clinical information.
  • Responsible for participating in clinical staffing as an integral component of the Opioid Treatment Program team, facilitating the discussion of patient data, and formulating changes to the treatment plan as clinically indicated.
  • Responsible for the development of individual treatment plans, including the development of time-limited, quantified, measurable, and salient goals, and prescribing procedures and interventions that facilitate goal attainment.
  • Shall perform limited administrative duties, which include maintaining statistical records of clinical workload, utilization review, and quality assurance, participating in education programs, and participating in clinical quality assurance functions.
  • Assists in attaining and/or maintaining compliance with CIHA, Joint Commission, IHS, Medicaid, SAMHSA, other required governing bodies, and funding sources.
  • Timely record all treatment and clinically significant events for the medical record in the manner prescribed by CIH policies and procedures, quality assurance, quality improvement, and documentation manuals.
  • Provides written, telephone, and face-to-face consultation services to various persons and organizations that affect the patient.
  • Represents the Medication Assisted Treatment program at regular team meetings for progress review and during emergency meetings dealing with high-risk situations.
  • Utilize training and skills in community organizations, participate in community planning, and implement programs to help address such complex issues as improving coordination of services or developing programs for individuals with intellectual and developmental disabilities, and persons with substance use disorders.
  • Expected to obtain continuing education both through in-service training and through access and tuition payment for approved training seminars and workshops.
  • May provide on-call crisis services on a rotating basis with other staff.
  • Participate in treatment program cross-training, in order to assist with fulfilling other programmatic needs.
  • Ensure collateral involvement in treatment/safety planning.
  • Ensures essential services coverage for those needed for the OTP.
  • Ensure documentation of all treatment and clinically significant events in the Electronic Health Record as prescribed by CIHA policies and procedures and quality assurance standards.
  • Adhere to all applicable confidentiality policies, procedures, and practices for the maintenance and release of patient records.
  • Responsible for completing CIHA BH established forms needed, identifying and referring to community resources, CCA, and treatment planning provision and coordination of supportive services, and patient advocacy.
  • Assess and provide treatment for patients in individual and group modalities, exercising professional judgment and using a wide range of therapeutic skills to include individual and family counseling to assist patients and their families in dealing with chronic and acute behavioral health/substance use diagnoses.
  • Learn and effectively utilize the electronic health record and other software required for operation in the CIHA system.
  • Adhere to ASAM or other appropriate criteria when recommending and referring a client to the appropriate level of care.
  • Assists with observed urine drug screens as outlined in Analenisgi's policies and procedures.
  • This position is expected to provide sufficient billable/reimbursable services to achieve the productivity standard established for this position.
  • May rotate with staff to provide walk-in access to care services daily, if needed.
  • Depending upon the location of services, maintain knowledge of all policies and procedures relevant to respective location.
  • Covers other CIHA-covered clinical locations when assigned, i.e. Kanvwotiyi.
