About The Position

The Virginia Department of Health (VDH) is seeking an MRC Coordinator for the Chesterfield Health District. This role provides program oversight by contacting volunteers, work unit staff, other agencies, and organizations to recruit volunteers and inform staff of needed services. The Coordinator determines appropriate service roles and volunteer needs for planned events in coordination with program and district leadership and community partners. The position involves managing and reporting volunteer Return on Investment (ROI) metrics, ensuring compliance with ASPR and CDC reporting requirements, and implementing recruitment strategies to expand and diversify the volunteer workforce. The Coordinator works collaboratively across the region to support regional MRC initiatives and partnerships that advance public health preparedness and response efforts. Responsibilities include developing and expanding educational programs for disaster readiness, supporting the Local Healthcare Emergency Coordination (LHEC) program through Community Organizations Active in Disaster (COAD) initiatives, and coordinating training opportunities with governmental and non-governmental partners like FEMA and TEEX. The position facilitates in-house and partner-led trainings, collaborates with district departments to identify volunteer engagement opportunities, and assists with managing social media platforms in partnership with the Public Information Officer. The Coordinator is responsible for developing and maintaining redundant communication systems for emergencies, annually reviewing and updating the district's MRC Handbook and supporting training materials, and may be deployed during public health emergencies. This is a restricted position with funding scheduled for annual renewal, contingent on continued availability of grant or non-general funds.

Requirements

Experience in coordinating and managing volunteers and community services
Demonstrated leadership ability
Strong interpersonal, communication, and presentation/public speaking skills
Experience and ability to provide training to others
Experience in establishing and maintaining effective working relationships with a diverse constituency
Knowledge and experience in use of computers and computer applications; skilled in Internet, email and Microsoft Office

Responsibilities

Manage and report volunteer Return on Investment (ROI) metrics on a quarterly and annual basis.
Ensure compliance with all ASPR and CDC reporting requirements.
Implement recruitment strategies to expand and diversify the volunteer workforce.
Work collaboratively across the region to support regional MRC initiatives and partnerships.
Develop and expand educational programs that enhance community disaster readiness.
Support the Local Healthcare Emergency Coordination (LHEC) program through the development and management of Community Organizations Active in Disaster (COAD) initiatives.
Coordinate training opportunities through governmental and non-governmental partners, including FEMA, TEEX, and other agency stakeholders.
Facilitate in-house and partner-led trainings for volunteers and community members, such as fit testing and Psychological First Aid.
Collaborate with all district departments to identify opportunities for volunteer engagement and support.
Assist with managing social media platforms, maintaining online and written content, and contributing to communication and outreach efforts in partnership with the Public Information Officer.
Develop and maintain redundant communication systems to ensure active volunteers can be reached during emergencies.
Annually review and update the district's MRC Handbook and supporting training materials.
May be deployed during public health emergencies to provide leadership, coordination, and support for MRC volunteers engaged in emergency response and recovery activities.
