About The Position

Phillips County Health Systems is seeking an experienced and motivated Laboratory Manager to lead our laboratory services team in a rural Critical Access Hospital setting. This position is responsible for the day-to-day operations of the laboratory, including staff supervision, regulatory compliance, quality assurance, budgeting, and ensuring timely, accurate testing services for our patients and providers. The ideal candidate will be a collaborative leader who values patient-centered care, operational excellence, and team development. This role works closely with clinical departments to support high-quality healthcare services across our hospital and rural health clinic.

Requirements

  • Bachelor’s Degree and/or Associate Degree
  • Medical Technologist & Registration Clinical Laboratory Scientist
  • Frequent prolonged standing/walking
  • Motor coordination and manual dexterity
  • Ability to carry out procedures as outlined
  • Moderate physical effort (lift/carry up to 25 lbs.)
  • Eye-hand coordination
  • Normal eyesight, with or without corrective lenses

Responsibilities

  • Directs and manages all aspects of the Phillips County Health Systems Laboratory.
  • Responsible for all aspects of management of the departmental staff including coaching, progressive discipline and recognition.
  • Develops and maintains departmental continuous quality improvement and quality assurance practices.
  • Participation in development of annual departmental budget, which takes into account: statistics, revenues, operating expenses, and capital purchase costs.
  • Departmental staffing maintenance to include: orientation, scheduling, recruitment, retention, competency, evaluations, recommendations for promotion, and terminations, if warranted.
  • Timely submission of annual staff evaluations and documents the performance of all testing personnel.
  • Develops, monitors, and maintains all Procedures and Policies as well as records, and documentation as required by State, Federal, and other applicable accrediting organizations.
  • Maintains the operation of the department within the financial parameters of the approved budget.
  • Organizes, directs, and supervises activities in the laboratory.
  • Establishes office routines and work flow patterns, performance standards, and staffing needs.
  • Function as an interactive liaison between administration, physicians, nursing, and other ancillary departments by providing periodic (monthly) staff meetings.
  • Performs all of the Technician/Technologists duties.
  • Monitors testing analyses and specimen examinations to ensure that acceptable levels of analytical performance are maintained.
  • Ensures that patient test results are not reported until all corrective actions have been taken and the test system is properly functioning.
  • Facilitates staff in evaluation, development, policy preparation, staff training, and material resource acquisition of new clinical diagnostic methods.
  • Processes requisitions for reference pathology and laboratory services.
  • Coordinates and routes specimens to proper areas of the laboratory or reference laboratory for testing.
  • Implements environmental sampling programs as needed.
  • Directs the purchasing, evaluation, and requisitioning of laboratory supplies and equipment.
  • Enhances personal professional staff growth and development through participation in educational programs, current literature, in-service meeting and workshops.
  • Maintains the Informational Systems with new tests, pricing, and CPT code monitoring.
  • Reviews manufacturer and reference laboratory invoices for accuracy, codes, and submits for payment.
  • Reviews all daily patient charges for accuracy and prepares additional charges as warranted.
  • Prepares bills for outreach services.
  • Reviews blood transfusions for Policy and Procedure compliance.
  • Works with the Pathologist and Laboratory Director to assure agency compliance and quality patient results.
  • Works with MHS for continued development and maintenance of the LIS system.
  • Ensures all departmental emergency plans are up to date.
  • Works collaboratively with CEO and other members of Administration on the acquisition of new equipment through effective vendor evaluation and business plan development.
  • Ensure departmental invoices are paid accordingly.
  • Continued to evaluate departmental equipment and ensure service agreements are appropriate and in full-force and effect to prevent major and unexpected organizational expenditures.
  • Not less than annually complete an equipment analysis for effective equipment replacement plans for budget and effective planning purposes.
  • Complete departmental QA/QI reports consistent with the organizational QA/QI calendar.
  • Participate in the annual strategic planning process and ensure departmental commitment achieving overall organizational goals consistent with the annual strategic plan.
  • Serves as the lead person for the PCHS QA/QI Program.
