About The Position

The Medical Director of the Community Behavioral Health Clinic (CBHC) leads a comprehensive medical team in the provision of community-based services within a continuum of care, for people and families impacted by mental health, substance use and co-occurring disorders. The Medical Director is responsible for the clinical and medical oversight and quality of care across all CBHC Programs and is an integral part of the development and management of a model designed to support individuals and families in the community, reduce use of emergence rooms for behavioral health, increase flexibility of service delivery through bundled payments, provide seamless access to outpatient, urgent and crisis interventions, psychopharmacology, Medication Assisted Treatment (MAT) and increased use of social supports and community-based staff. The CBHC is an Executive Office of Health and Human Services provider type. The CBHC includes adult mobile crisis services (MCI), crisis stabilization (CCS), outpatient therapies (individual, family group), and psychopharmacology including medication assisted treatments. The CBHC is designed to support individuals and families in the community, reduce use of emergency rooms for behavioral health crisis, increase flexibility of service delivery through bundled payments, provide seamless access to outpatient, urgent and crisis interventions, psychopharmacology, Medication Assisted Treatment (MAT) and increased use of social supports and community based staff.

Requirements

  • Ability to function as a medical leader in a matrixed system of care
  • Familiar with MassHealth and managed care practices
  • Experienced in the provision or oversite of prescribing of medication for opioid use disorders (MOUD)
  • Ability to mentor and coach staff at all levels
  • Demonstrates sensitivity to cultural, religious, racial, disability, and gender issues
  • Knowledge of human, legal, civil rights, community, and other resources
  • Utilizes evidence based best practices
  • Promotes empowerment and self-advocacy techniques
  • Knowledge of formal and informal assessment practices
  • Knowledge of crisis intervention techniques
  • Knowledge of documentation requirements
  • Ability to work in a professional and confidential capacity
  • Knowledge of Code of Ethics
  • Experience with services to individuals with mental health, substance use and co-occurring disorders.
  • Ten years’ experience in a related clinical setting, including at least five years in management/administrative role.
  • MD is required.
  • Medical license and board certification in Psychiatry in state of service required.
  • DEA certification to prescribe medication required.
  • Malpractice insurance required.

Nice To Haves

  • Dual certification in Adult Psychiatry and other related areas, such as Substance Abuse or Child Psychiatry, in state of service preferred.

Responsibilities

  • Directs and supervises the work of the CBHC medical team including physicians and advanced practice nurses.
  • Facilitates cross agency medical team meetings-monitor adherence to program specifications and quality.
  • Promotes use of evidence-based practices by medical staff and ensure medical services meet regulatory agencies and accrediting organizations' standards.
  • Develops, implements, improves, and monitors policies, practices, systems and infrastructure, including quality improvement and risk management to safely and effectively manage the care provided to Vinfen clients.
  • Uses data to manage key metrics, such as prescriber productivity, access to urgent psychopharm, MAT bridging and induction. As needed, identify opportunities for process improvement.
  • Provides clinical consultation and expertise to all staff. Participates and/or facilitates in team and discharge planning meetings, clinical and grand rounds.
  • Provides leadership to a Multidisciplinary Treatment Team for treatment planning purposes.
  • Participates in Risk Review Meetings and Adverse Event Reviews, as needed.
  • Participates in the CBHC Directors’ Committee and additional governance committees as requested.
  • Identify opportunities for programmatic initiatives including the development of initiatives to promote the health of individuals and families.
  • Review all critical incidents and recommend improvement in policies, practices, and/or corrective actions and follow-up, as needed. Prepare an analysis and recommendations based on review of monthly data or critical incidents for Risk Committee.
  • Develop and maintain relationships with collaborating agencies and institutions.
  • Lead the teams through example to create an environment of inclusivity, learning, cultural and linguistic humility and best practices.
  • Participate in external stakeholder meetings such as those with state agencies, EOHHS and MassHealth payers.
