About The Position

This position involves leading CU Medicine and School of Medicine (SOM) services to foster successful relationships and activities supporting the patient population insured by Health First Colorado (Medicaid). Key areas include managing the CMS Supplemental Payment Program (Upper Payment Limit - UPL) and engaging with external partners such as the Colorado Department of Health Care Policy & Finance, Regional Accountable Entities, and local Health Care Alliances.

Requirements

  • University of Colorado School of Medicine Faculty Member in good standing, minimum of five years.
  • Previous leadership experience in a University of Colorado School of Medicine clinical care setting.
  • Experience interacting across multiple CU SOM departments.
  • Experience interacting with external stakeholders such as government agencies, health care organizations, or community non-profit organizations.

Nice To Haves

  • Public Health experience is valuable but not required.

Responsibilities

  • Manage the Medicaid supplemental funding program, including collaboration with the Colorado Department of Health Care Policy & Finance (HCPF) UPL team.
  • Fulfill requirements of the Interagency Agreement (IA) and oversee its periodic revisions.
  • Support the development of annual Scopes of Work (SOW) and provide direct oversight of SOW management, including deliverables tied to “at risk” funding.
  • Provide clinical expertise and insight crucial to the HCPF partnership and program administration.
  • Participate in HCPF/CUSOM annual review meetings and combined workgroup meetings.
  • Provide clinical leadership to the CU Medicine UPL team, including leading specialty care environmental scan reporting and SWOT analysis.
  • Partner with the Program Director on budgeting, fiscal stewardship, and development of reporting analytics.
  • Attend frequent ad hoc HCPF meetings to provide clinical insight and expertise.
  • Review reports prior to submission, such as Site visit PowerPoint decks, SOW deliverables, semi-annual reports, and Legislative Request for Information (LRFI).
  • Directly engage with current and potential SOM department UPL project leadership teams to understand focus, structure, performance, and assist with project renewal.
  • Identify and coordinate development of new opportunities to improve quality and efficiency for Health First Colorado members and UPL projects and programs.
  • Provide representation for internal and external stakeholder committees and initiatives, including promoting eConsult utilization, coordinating Governmental Affairs review, and participating in Colorado Access and Aurora Health Alliance activities.
